You will serve as the Human Resources Director (HRD) of the Civilian Human Resources Office for the Marine Air Ground Task Force Training Command (MAGTFTC), MARINE CORPS AIR GROUND COMBAT CTR (MCAGCC). You will serve as the principal advisor and technical authority to the Commanding General, Chief of Staff, Commanding Officers, managers and supervisors on all civilian HR programs and policies.

Duties

You will make and implement decisions concerning the most effective use of human resources in terms of availability, cost, need for training, working conditions, labor problems, morale, etc. You will provide interpretation of existing laws, rules, regulations, policies, and procedures to customers within the command. You will provide counseling to managers, applicants, and employees on all aspects of human resources policies and procedures by answering questions and giving advice. You will provide professional assistance in arriving at acceptable alternatives for accomplishing immediate and future human resources requirements. You will direct the preparation of notices, instructions and other types of material required to implement human resources policies and procedures. You will observe and study the human resources programs of other activities and private industries, and when necessary, institutes new approaches and techniques. You will stay abreast of the changing field of human resources management to properly service customers. You will meet with executive and managerial personnel to resolve human resources management problems, and to provide information on new programs and policies which impact human resources management and administrative matters. You will provide advice to serviced activities concerning proposed organization, personnel, and mission changes to determine the potential short- and long-term impact on human resources needs. You will participate in the development and execution of activity strategic plans, goals, and objectives. You will participate as a senior advisor in resource management and strategic planning meetings that affect the function, structure, and staffing of the civilian workforce. You will manage the position management program including strategic workforce planning and chairing the position management board to carry out best business practices and studies of positions to ensure efficient organizational management. You will analyze budgets and strategic workforce requirements for current and future impacts on civilian workforce budgets provided in the funding tracts. You will maintain, prepare, and analyze statistical data and metrics to give sound advice to leadership. You will develop briefings, talking points, executive summaries, and information papers for leadership. You will keep abreast of trends and changes in labor relations concepts and philosophies, and of changes developing in procedures, techniques, and implementation.

  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Executing, directing, or managing the delivery of civilian federal human resources (HR) services involving one or more of the following functions: staffing and recruitment, position classification, compensation, labor relations, employee relations, oversight of automated personnel information systems, or employee development; ensuring compliance with governing laws and regulations; developing, interpreting, or advising senior management on human resource policies and administration; or providing input for the strategic planning of human capital resources for an organization.
