About the Position: This is a Facility Operations Specialist position at Fort Drum, New York.
Salary negotiation may be available for those candidates who are new to Federal service.
Duties
Assist in planning, coordinating, and directing of a comprehensive facility management program
Provide optimum level of service with minimal disruption/interference to facility occupants.
Plan, arrange, and coordinate the design of projects, including preliminary cost estimates, performance work statements (PWS), specifications for contracted services, while resolving conflicts in design parameters.
Serve as the Service Contract and Credit Card Representative.
Initiate procurement actions, obtain quotes and develops scope of work (SOW) requirements.
Assist in planning, budgeting, programming, and execution of funds necessary to maintain maintenance program and new work requirements.
Perform other duties as assigned.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must have a valid state driver's license.
- Incumbent is subject to call at all times to effect needed repairs or to render assistance in emergency matters.
- Occasionally works outside in adverse weather conditions.
- Limited local travel required.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: assisting with managing a facility maintenance program for an office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations; including planning maintenance activities, and developing preventive maintenance programs; assisting with the budget planning for facility work such as estimating material and labor costs for a variety of construction or maintenance projects; and inputting or tracking work order requests in an automated system.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Ph. D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
