About the Position: This position serves as a Procurement Analyst for the US Army Medical Command, Health Care Acquisition Activity, Medical Readiness Contracting Office-West. The incumbent is a primary policy and regulatory authority for the command, to include conducting mandatory compliance reviews for medical supplies and services support activities.

Duties

Analyze procurement programs within operating procedures. Conduct contract reviews in accordance with regulations and policies. Research contracting data to improve contract actions. Assist customers with the development of procurement packages. Assist in training of employees on acquisition education.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This position requires Temporary Duty (TDY) or business travel approximately 10% of the time away from your permanent duty station.
  • This is a Defense Acquisition Workforce (AWF) position. The incumbent must meet the DoDI 5000.33 requirements that are applicable to this position.
  • Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years; Advanced Career Level Certification must be met within 4 years; Practitioner Career Level Certification must be met within 5 years.

Basic Requirement for Procurement Analyst - 1102 Series: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes administering procurement programs to meet command mission; reviewing contracts for procurement of service contracts; analyzing procurement issues to take corrective action; researching and/or interpreting policies related to contracting and/or acquisition; extracting data derived from multiple sources to prepare reports; assisting customers with the development procurement packages. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH 02). You will be evaluated on the basis of your level of competency in the following areas: Contracting/ProcurementOral CommunicationPlanning and EvaluatingProblem Solving Time in Grade Requirement: Time in grade does not apply to Acquisition Demonstration positions.
