This vacancy is for a Marine Inspector, GS-1801-12, located in the Department of Homeland Security, U.S. Coast Guard, Sector Puget Sound Inspection Division, Seattle, WA.

Duties

You will serve as a Marine Inspector and be responsible for providing technical expertise and leadership in the enforcement of marine safety, vessel inspection, pollution prevention, vessel manning, regulations, treaties, and international conventions. The incumbent serves as the civilian resident Prevention Department's source for continuity of previous inspection policies, technical issues, special program support activity and a primary inspection representative with the maritime industry responsible for commercial vessel safety.

Qualifications

To qualify at the GS-12 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience must include the following: Conducting, and/or serving as a qualified team member or leader on, marine inspections or vessel surveys on the most complex vessels (must include petroleum industry vessels); Determining compliance with laws, regulations, and applicable standards, verifying the existence of proper vessel documentation and the certification and safe and proper operating order of systems (navigation, communication, alarm, lifesaving, firefighting, and pollution prevention systems) and machinery, and the soundness and acceptable parameters of vessel structures and hulls; Identifying hazardous conditions and violations and prescribing corrective measures; overseeing new construction of small passenger vessels, implementing Alternate Compliance Program and Self Streamlined Inspection Program requirements, and evaluating International Safety Management Systems; Providing technical expertise and training to junior inspectors; providing input to program planning; and writing analytical reports. Knowledge of the laws, treaties, conventions, regulations, and directives relating to vessel navigation, vessel inspection, vessel manning, operating systems and pollution prevention. Knowledge of classification society rules, standards of industry and professional engineering societies. Ability to communicate with a variety of individuals to conduct inspections, relay information, and to ensure all marine industry regulations and statues are followed. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Receipt of the bonus will require a 12-month service agreement. The employee must establish a residence in the new geographic area prior to payment.

Student Loan: Selectee(s) for this position who are newly appointed to a permanent or term position may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year. More than one loan may be repaid if the combined repayments do not exceed $10,000. Receipt of this incentive will require a three-year service agreement.
