This position is located in the Office of the Secretary of Defense, Defense Technology Security Administration (DTSA). DTSA administers the development and implementation of DoD technology security policies on international transfers of defense-related goods, services and technologies.
Duties
This is a Direct Hire Public Notice for the DoD Direct-Hire Authority for Pathways Recent Graduates.
Recent Graduates will be placed on a career or career-conditional appointment and MUST meet the definition of a recent graduate at the time of appointment OR will complete an advanced degree by June 30, 2025 in order to be appointed under this direct hire authority; OR, Uniformed Service Members who have completed at least four years of obligated service AND were awarded a bachelors or higher degree by an institution of higher education not more than four years before the employment start date.
Recent Graduates conferred transcripts must confirm a degree was obtained no more than two years prior to the date of your appointment or anticipated completion date of NLT June 30, 2025.

Incumbent typical work assignments may include the following:
Serve as a Foreign Affairs Specialist to conduct research and provide support to higher specialist on foreign affairs issued associated with specific functional area(s) to include but not limited to geographic areas, national security, international security, security affairs, special operations, strategic affairs; Congressional, Policy, DoD and USG interagency processes; and defense resource and planning activities.
Conduct research on foreign policy issues. Assists with research coordination, analysis and evaluation of assigned projects. Prepare reports documenting issues, develops and communicates options and recommendations to peers, colleagues, supervisors, and leadership.
Perform foreign affairs analytical and writing assignments of moderate difficulty that support the Department of Defense missions and conform with organizational formats and performance standards.
Participate in study reviews within assigned areas of responsibility.

Requirements for Proficiency Level 2:
1) Must complete all required training in your designated FA at the Practitioner Certification Proficiency Level within two years, from the date assigned to this position; 2) Successful completion of one year of work experience in a position with the appropriate FA at the Practitioner Certification Proficiency Level with a performance rating of 3 or better; and 3) Maintain good standing in the program by completing 60 hours of continuous learning requirements every two-years after completing the initial required training.
This SCW Certification requirement is a condition of employment for this SCW position. Failure to obtain SCW Certification within the required time may subject you to adverse action. Your supervisor is responsible for enabling you to accomplish SCW Certification requirements.

You may qualify at the GS-07 level, if you fulfill the following qualification requirement:
BASIC REQUIREMENT: The Foreign Affairs occupation has specific educational requirements which apply to all positions. From the options below, select the one response which describes your educational background. Education above the high school level must have been completed in a U.S. college, university, or other educational institution that has been accredited by one of the accrediting agencies or associations recognized by the Secretary, U.S. Department of Education. Transcripts are required at the time of application.
1) Have a Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods. 2) Have a combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in A above, plus appropriate experience or additional education. 3) Have four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.
In addition to the Basic Requirement, you must also meet the one year of specialized experience requirement for GS-7.
One year of experience in the same or similar work equivalent to at least the next lower grade level (GS-05) requiring application of the knowledge, skills, and abilities of the position being filled. Candidates for this position must clearly demonstrate in their resume that they possess specialized experience in: providing analysis of policy, strategy, concept and program issues, force posture alternatives and implications of changes in the international environment

Education: One full year of graduate level education which demonstrate the knowledge, skills, and abilities necessary to do the work of this position, OR I have successfully completed all the requirements for a bachelor's degree and am claiming Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in B above. Superior Academic Achievement is based on: (1) Class Standing - You must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - You must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - You may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/ ). Combination of Experience and Education: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
