About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W1FBAA US MILITARY ACADEMY.
Duties
Acts as a geographical and functional intelligence analyst with primary emphasis on one or more of the following areas: intelligence support to Information Warfare, Cyber Operations, and/or Electronic Warfare.
Provides input and recommendations to senior management for intelligence issues related to the cyberspace discipline to support military operations and decision-making in the context of information warfare, cyber operations, and electronic warfare.
Identifies intelligence gaps and develop strategies to acquire the necessary data to enhance operational assessments.
Interprets trends in cyberspace operations to provide actionable insights to support mission objectives and compile and analyze intelligence data from diverse sources to generate comprehensive threat assessments
Creates intelligence summaries that provide decision-makers with critical insights into emerging threats.
Implements protocols for handling classified information to maintain operational security within secure facilities.
Reviews and updates security contingency plans to ensure compliance with regulatory requirements and mission needs.
Facilitates cross-organizational meetings to promote information-sharing and alignment of intelligence goals.
Develops and deliver briefings to senior leaders to communicate complex intelligence findings effectively.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a TOP SECRET security clearance based on a Single-Scope Background Investigation (SSBI) with eligibility for Sensitive Compartmented Information (SCI).
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Temporary Duty Travel (TDY) maybe required up to 15% of the time.
- Subject to on-call, 24-hour status and may require irregular working hours on nights, weekends and holidays. Position may require occasional scheduled or unscheduled overtime.
- Must pass a Counterintelligence (CI) scope polygraph examination with No Deception Indicated (NDI) on pre-appointment and remain subject to random CI scope polygraph examinations. For more information, see note below in Additional Information.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as:
1. Experience conducting all-source intelligence analysis, including the evaluation and integration of intelligence data to support the development of operational products in one or more of the following areas: Information Warfare, Cyber Operations and/or Electronic Warfare. AND
2. Experience in the preparation and dissemination of intelligence reports by researching and analyzing open-source and classified information. AND
3. Experience in preparing and submitting accreditation documentation for secure facilities and conducting security inspections of classified areas.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-11).
Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
