You will serve as a SUPERVISORY CONTRACT SPECIALIST with Commander, Fleet Readiness Center (COMFRC), Procurement Division assigned to Naval Air Technical Data and Engineering Service Center (NATEC), San Diego, California.

Duties

You will serve as advisor to technical customers in procurement meetings and assists in the preparation of statements of work. You will plan the negotiation and coordination strategy with the negotiation team and lead negotiations that are conducted with contractors to discuss technical deficiencies and cost issues. You will represent the government in all protests, claims or appeals filed with the board or courts. You will perform contract administration to include representing the government in all contractual discussions/actions with the contractor and attending program reviews with contractors. You will perform accurate and sophisticated cost analysis of the contractor’s proposals in support of high dollar procurements You will establish, direct, and achieve negotiation objectives in the best interest of the government.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

  • his position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Contracting Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the Gs-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Supporting pre-award and post-award functions, including price/code analysis, negotiation and administration for equipment, materials and services associated with test and evaluation and research and development. 2. Performing long range acquisition planning and business strategies. 3. Serving as advisor to technical customers in procurement planning meetings. 4. Planning the negotiation and coordination strategy with the negotiation team and leading the negotiations which are conducted with contractors to discuss technical deficiencies and cost issues. 5. Representing the government in all contractual discussions/actions and attending program reviews with contractors. 6. Terminates contracts for the convenience of the government or default by the contractor. . Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
