This position is located in the Architect of the Capitol (AOC), Office of the Chief Engineer. The selectee will be responsible for overseeing the development of long-range planning documentation and studies, position papers, program development, and project management in support of the Capitol Complex Master Plan.

Duties

The selectee manages annual updates to the Capital Improvements Plans (CIPs) that coordinate the location, timing, and funding of capital improvements for all Jurisdictions over a multi-year period, coordinates planning activities with other agencies within the Washington, DC area and must possess, to a high degree, technical judgment, tact, imagination, and resourcefulness.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. Additional information on the qualification requirements is outlined in the OPM Qualifications Standards Handbook of General Schedule Positions. It is available for your review on the OPM web site at OPM qualification standards Specialized experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.   Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-13) grade level in the Federal service.  Specialized experience for this position must demonstrate 4 of the following: Developing Master Plans and/or advancing existing Master Plans for a large complex of buildings; Ensuring real property actions are in agreement with the Master Plan; Performing contract administration activities for significant, highly specialized procurements related to land use planning and project activities; Developing solutions and/or providing recommendations on complex planning problems related to a variety of land uses involving conflicting factors; and Leading charrettes and facilitating workshops with high level professionals and stakeholders.

Education

In addition to meeting the specialized experience requirements for this position, applicants must possess the following:

Basic Requirement For Community Planning:

1. Degree: Community Planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.

Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.

2. Combination of education and experience: Courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.

Special Instructions for Foreign Education: 

Education completed outside of the United States must be deemed equivalent to that gained in conventional/accredited U.S. education programs to be acceptable for Federal employment.

Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part of foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree.

You must provide a copy of the letter containing the results of the equivalency evaluation with a course by course listing if selected.
