The primary purpose of this position is to serve as an Air Force Personnel Center (AFPC) Outreach Program Manager and Campus Liaison Program administration specialist for AF wide execution.

Duties

1. Advises career field team personnel on the functions and capabilities of the program. 2. Establishes, defines, and implements requirements for a year-round program to ensure CFTs meet/exceed their annual allocations in support of Force Renewal Programs. 3. Participates in Minority Serving Institutions, College/University Forums and Recruiter Training. 4. Establishes and maintains constructive working relationships with Career Field Chiefs, Career Field Program Leads, Talent Acquisition, and Field Supporting Facilities.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience that equipped the applicant with the knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience includes knowledge of the mission, operating programs, and organizational structure of the Intern program's functional community on an AF-wide basis to include program effectiveness. Knowledge of policies, concepts, and procedures affecting the Air Force's functions in order to effectively administer assigned programs in support of the staffing and career development of career program positions and standards as they apply to the functional career field at all organizational levels within the Air Force. To be creditable, the specialized experience must have been at the GS-11 (or higher) level or equivalent under other pay systems in the federal service. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the principles, theories, techniques, practices, mission, and organizational structure of the Air Force and or functional field to support Air Force and Space Force wide program and administration responsibilities. 2. Knowledge of the laws, regulations, principles, and practices of Human Resources program administration. 3. Knowledge of sustainment program inspection requirements, reports, and program terms, as well as knowledge of common management principles to provide advisory services and inspect assigned programs. 4. Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness, and in serving as a technical specialist and spokesperson to further operating agency objectives on important issues. 5. Ability to prepare special studies and staff reports, including the ability to meet emergency and/or changing program requirements within available resources and with minimum sacrifice of quality or quantity of work. 6. Ability to establish effective working relationships and to communicate well with others, orally and in writing, including preparing and conducting formal and informal briefings. 7. Knowledge in the use/adaptation of Career Fair Platforms such as Career Eco, Brazen, Career Fair Plus, and Handshake. Subject matter expert with the ability to train new CFT members and provide support as needed. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
