You will serve as a Procurement Analyst in the Small Business Office of NAVAIRWARCENWPNDIV POINT MUGU.

Duties

You will review formal acquisition strategies, acquisition plans, and consolidation justifications to ensure SB policies and procedures are addressed. You will actively participate in the acquisition planning process, to include the Simplified Acquisition Procedures (SAP) Team actions. You will determine and recommend the appropriate level of small business participation during the acquisition planning process to maximize utilization opportunities for small businesses. You will develop and conduct education and training programs for small business stakeholders to increase small business program awareness, responsibilities, and participation. You will participate as a source selection evaluator on selected competitive procurements

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • MSP/PPP applicants must currently hold the required security clearance.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

In addition to meeting the Basic Educational Requirements for this position: To Qualify for the GS-13: At least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector performing the following: 1) Providing professional advice and assistance to acquisition managers and contract specialists on policy and procedures governing Small Business participation in NAWCWD acquisitions. 2) Reviewing procurement requests for the purpose of determining susceptibility of performance by SB concerns, Disadvantaged Business, Women-Owned, Veteran-Owned, Service Disabled Veteran-Owned and Historically Underutilized Business Zone. 3) Participating in the acquisition planning process by reviewing formal acquisition strategies, acquisition plans and consolidation justifications to ensure SB policies and procedures are addressed. 4) Working closely with contracting and technical personnel early in the procurement planning process to ensure small businesses are afforded maximum practicable opportunity to participate in NAWCWD procurements as prime and subcontractors in accordance with SB law, regulation and policy. To Qualify for the GS-12: At least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector performing the following: 1) applying federal contracting laws, regulations, principles, and procedures. 2) analyzing and evaluating contracting matters. 3) assuring uniform application of government policy throughout the Command with respect to subcontracting programs involving various small businesses. 4) evaluating and recommending disposition on requested waivers to statutory requirements. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
