About the Position: Serves as a senior technical Telecommunications Specialist/Network Analyst for Naval Hospital Pensacola (NHP) and outlying branch clinics, providing subject matter expertise on the movement and networking of information through data communications.
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB)
Duties
Plans and conducts studies to determine current and future telecommunications needs.
Determines equipment needs; configuration requirements; integration capability with current equipment and networks; and placement of equipment and cables.
Plans, designs, and draws network layouts and facilities for new communications systems, modifications and upgrading of current data communication and telephone systems to include VOIP and cabling network.
Manages current networks and new projects simultaneously involving new and sophisticated communication systems and equipment through the use of fiber optics, telephone adds, changes, and deletions (ACD), and mobile communication devices.
Administers the implementation of approved projects and contracts by planning and coordinating the installation, testing, and evaluation of UC network designs.
Interprets established standards and applies guidance to achieve compliance with communications architecture.
Creates accounts, manages and monitors billing accounts.
Conducts station equipment inventories at randomly selected customer locations to ensure that station equipment billing is accurate.
Manages/monitors the contracts involving network and UC equipment, cabling services and maintenance of equipment.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- One year trial/probationary period may be required
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position is a TERM Not to Exceed 13 months position. It is time-limited and may be extended up to a maximum of eight years.
- This position has mandatory seasonal Influenza vaccination requirements and is subject to annual seasonal Influenza vaccinations unless otherwise exempted for medical or religious reasons (documentation of exemption must be provided upon hire).
- IA Certification level 2 is preferred but not required.

In order to qualify, you must meet the education/experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes: 1) Assisting with conducting maintenance and repair on telecommunication equipment such as telephones, video teleconferencing, cables and television networks; 2) Performing technical analysis of telecommunications equipment to identify system complications and failures; 3) Managing and/or administering telecommunications contracts.. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] with a major study in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
