This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a San Francisco District Technical Expert in unmanned aerial systems (UAS) and Land Surveying. Provides recommendations and decisions in the UAS program area.

Duties

Serves as a South Pacific Division (SPD) - wide Regional Technical Expert in the UAS and Land Surveying program. Performs special studies of UAS flight method and data collection devices and techniques. Analyzes and evaluates possible applicability to Corps projects. Makes recommendations based on findings. Proposes solutions to project manager or technical lead recommending inclusion of improved procedures, practices, and data types. Represent SPD at public hearings, conferences, and regional and national level meetings. Relays pertinent policy, laws and regulations and furnishes technical guidance or instructions to District engineering staffs.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • Work requires lifting up to 40 pounds, such as survey equipment, materials, and supplies.
  • Be required to wear protective equipment such as hard hats, safety harnesses, steel-toed boots, ear protection, and eye protection at the job sites.
  • Incumbent may be exposed to outdoor conditions involving moderate exposure to rain and extreme cold and hot  weather elements.
  • Must be able to walk and carry objects for prolonged periods of time over rough, uneven mountainous terrain and steep slopes.
  • Stoop, bend, stand, for long periods of time while performing inspections, investigations, and surveys.
  • Climb, stoop, bend, and stand to enter confined spaces such as shafts, trenches, and tunnels.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for LAND SURVEYOR (UNMANNED AERIAL SYSTEMS): A. Degree: Bachelor's degree (or higher degree) in land surveying; or civil engineering with a surveying option/emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments. OR B. Combination of Education and Experience: Courses equivalent to a major in land surveying or civil engineering, as described in paragraph A, plus appropriate experience or additional education. OR C. Registration: The basic requirements for this series may be fully satisfied by a current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. Applicants wishing to be considered under this provision must show evidence of registration based on successful completion of the written examinations. Registrations granted prior to adoption of a registration law with qualification requirements equivalent to the NCEE Model Law by the State, territory, or District of Columbia are not acceptable under this option. To be considered equivalent to the NCEE Model law, registration laws must include the four options listed within the NCEE Unified Model Law in the section specifying "General Requirements for Registration" as a Professional Land Surveyor. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes performing aerial and land surveys utilizing Unmanned Aerial System (UAS) and providing problem solving techniques to staff. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Selective Placement Factor 1: This position requires a current, active, valid and unrestricted license as a Professional Land Surveyor (PLS) in a state, the District of Columbia, or a territory of the United States upon effective date of appointment. You must upload a copy of your license. Selective Placement Factor 2: This position requires a current, active, valid and unrestrictedRemote Pilot Part 107 Certification from the Federal Aviation Administration (FAA) upon date of appointment. You must upload a copy of your certificate.
