The primary purpose of this position is to Provide SATCOM Operational Management in direct support of the Commander USSPACECOM's COCOM authority over SATCOM Systems, supporting the National Defense Goals, and provide direct support to DoD, federal, and civil agencies, engaged in global operations supporting these national priorities.
Duties
1. Manages SATCOM Operations and Requirements for the DoD. Assesses and addresses operational requirements, develops mitigation strategies, and ensures optimal satellite payload configurations via the respective C-SSE.
2. Provides operational and technical SATCOM systems' expertise and support for current operations and emerging systems to National users, Joint Staff, Combatant Commands, and National Security Space Architect.
3. Provides operational insight and technical support to satellite and terminal program offices in developing key performance parameters and provides technical advice supporting contractor proposals evaluations.
4. As a Command Lead for a key segment of SATCOM, participates as the technical and Joint Planning Group team lead for special projects which involve significant constellation configuration changes, satellite subsystem evaluations, or non-standard payload configuration changes.
5. Performs multi-faceted staff coordination on various aspects of SATCOM systems for USSPACECOM with numerous external organizations including National agencies, Joint Staff, Combatant commands, international agencies, government agencies, and component commands.

- Incumbent is required to have minimum certification and education required to meet standards outlined in DoD 8140.03, Cyberspace Workforce Qualification And Management Program for the applicable cyber codes namely:
- (CONT) 112 - Mission Assessment Specialist, 411 - Tech Support Specialist and 752 - Cyber Policy and Strategy Planner. Failure to comply may result in removal from this position.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standards for Administrative and Management Positions, Individual Occupational Requirement for Telecommunications (IOR), Series 0391.https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=GS-ADMIN
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience must include Applying sound communications principles of joint policy, military operations, doctrine the deliberate and contingency planning processes, the Planning, Programming and Budgeting System (PPBS) and the acquisition process, experience, of cybersecurity principles, secure software development / acquisition, data security, risk management processes; applying the design, development and implementation of SATCOM and associated control and terminal programs used or for use by government agencies.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Broad knowledge of communications systems engineering and technical knowledge of current and emerging satellite communications systems.
2. In-depth knowledge of joint policy, military operations, doctrine the deliberate and contingency planning processes, the Planning, Programming and Budgeting System (PPBS) and the acquisition process.
3. Broad knowledge of established DoD Spectrum Management and Joint Spectrum Interference Resolution (JSIR) process.
4. Knowledge of cybersecurity principles, secure software development / acquisition, data security, risk management processes (e.g., methods for assessing and mitigating risk) and specific operational impacts of cybersecurity lapses.
5. Skill in written and oral communication and the ability to gather facts, derive conclusions, and devise viable solutions to problems.
6. Ability to translate military requirements into SATCOM operational capabilities and to discern satisfaction of these requirements by analysis of technical parameters.
7. Keen ability to analyze the design, development and implementation of SATCOM and associated control and terminal programs used or for use by the DoD and agencies. Ability to assess the impact of programmatic changes on legacy and emerging SATCOM and terminal systems to meet operational requirements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
