THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a PROGRAM ANALYST (TITLE 32), Position Description Number NGD1009000 and is part of the TN ARMY National Guard. This vacancy is covered by Association of Civilian Technicians (ACT), Chapter 103 (Volunteer Chapter).

Duties

As a PROGRAM ANALYST, GS-0343-09, you will review, evaluate and analyze obligations and expenditures. Assist management in interpretation and utilization of reports and information provided. Provide guidance and instructions to subordinate organizations for proper management of programs based on budget guidance received from higher headquarters and develop an annual budget for programs. Research and interpret personnel and training regulations, DA Pam's, Circulars, and NGB guidance. Assist management in preparing guidelines and instructions to MSCs. Develop and prepare current year program spreadsheets. Formulate and review all Annual Funding Guidance/Programs (AFG/AFP) ensuring obligation authority is not exceeded and budget adjustments are properly staffed. Develop, collect, and maintain various historical data used to initiate planning, programming and execution of current and future training and operations programs. Perform other duties as assigned.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Applicant must complete a Baseline Pre-Placement Screening for General Schedule positions within 30 days of appointment.
  • Acceptance of a Federal position may terminate Tricare Reserve Select eligibility.
  • For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • Incumbent of this position is required to complete FM Certification Level 2. Failure to obtain FM Certification Level 2 within the required time may subject the incumbent to adverse action.
  • For positions requiring the operation of motor vehicles, candidates must have a valid state driver’s license for the state in which they live or are principally employed.

Qualifications

Military Grades: E-5 through O-3 GENERAL EXPERIENCE: Must have experience, education, or training in administrative, professional, investigative, technical, or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes, and principles of management; knowledge of the National Guard organizational structures, functions, procedures, and techniques; experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have 12 months or 1-year specialized experience, education, or training equivalent to at least the next lower grade level; experience, education, or training which has provided application of practices, theories, techniques, and methods of management; experience analyzing, interpreting, and developing policies and procedures of local management.
