You will serve as an Enviornmental Protection Specialist in the Logistics, Engineering and Security Cooperation Directorate (J4), Engineering Division (J44) of HEADQUARTERS US INDO-PACIFIC COMMAND.

Duties

You will serve as the subject matter expert on Environmental Protection Programs, providing advice and assistance to senior leadership, staff, and subordinate components, while ensuring environmental efforts are synchronized across USINDOPACOM. You will work closely with the Component Commands and USINFOPACOM Staff Judge Advocate to develop and defend USINDOPACOM positions on environmental protection issues to resolve legislation and litigation. You will support military operations as the Command environmental planning expert, developing guidance for Contingency Plans and Operations Plans in the execution of the Commander’s Theater Campaign Plans. You will plan and conduct conferences, meetings, and workshops with Congressional Delegates, U.S. embassy personnel, foreign flag-level officers, State and local governments, and U.S. defense contractors. You will interpret and implement DOD and JCS policy on environmental protection involving allied and partner nations, developing policy recommendations for environmental initiatives and programs with foreign countries. You will address hazardous, OCB, and solid waste, oil, hazardous substances, site cleanup, storage tank programs, pesticides, noise abatement/natural resources, environmental impact studies, historic and archeological resources.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • MSP/PPP applicants must currently hold the required security clearance.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate performing duties such as the following: 1) Maintaining compliance with US and foreign country environmental regulations while expediting infrastructure projects, 2) Applying knowledge of the Status of Forces Agreements (SOFA), Visiting Forces Agreements (VFA), or Defense Cooperation Agreements (DCA); 3) Serving as a Representative in environmental related committees, task forces, and other working groups 4) Working with Lead Environmental Components (LEC) as related to roles, responsibilities, and authorities; 5) Collaborating with engineers in reference to environmental compliance; 6) Developing point papers to advocate for funds; and 7) Developing and briefing at various levels to include senior civilian or military leadership.
