You will serve as an OPERATIONS RESEARCH ANALYST in the ARTIFICAL INTELLIGENCE/MACHINE LEARNING (AI/ML) DEPARTMENT of UNDERSEA WARFIGHTING DEVELOPMENT CENTER.

Duties

You will provide oversight, coordination, and direction for activities of the AI/ML Cell operations and capability development within the Submarine Force, including Project Harbinger and Task Force Turing. You will exercise full authority delegated on all matters concerning planning and management of AI/ML to ensure personnel are fully prepared to meet operational and tactical requirements for Undersea Warfare. You will be a key advisor and leader for creating, planning, and implementing AI/ML initiatives involving the Command and undersea forces. You will deal directly with the Chief of Naval Operations, Fleet Commanders, Numbered Fleet Commanders, Type Commanders, Task Force Commanders and numerous Flag and Senior Executive Service (SES) personnel in their area of expertise. You will lead and oversea a broad range of highly complex and controversial programs requiring complex qualitative and quantitative analyses of programs, policies, and issues. You will evaluate impact or new technologies on current systems, policies, CONOPS, and operational doctrine. You will conduct feasibility studies to assess USW Navy capabilities to support rapid delivery of new technologies to the Combatant Commanders.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

  • The administrative workweek is subject to change to meet Fleet Commanders training, operations, and employment schedules. Overtime or other premium pay may be required during workweek and/or weekends.
  • You may be required to travel up to 25%. Travel to various sites CONUS and OCONUS anticipated 8-10 times per year for durations of 5-10 days.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in and mastery knowledge of advanced mathematical techniques used in support analysis of Machine Learning algorithm development, demonstrations, and testing and evaluation. Experience in and mastery knowledge of techniques for design and adaptation of mathematical and statistical models for analysis. Experience in and possess knowledge of M&S techniques for complex systems along with knowledge of computer programming languages and techniques. Experience and mastery knowledge of and skill in analytical problem formulation and the application of analytical and evaluative methods and techniques to identify and resolve problems of a unique nature as well as developing and applying new solutions to problems that cannot be examined by traditional methods. Knowledge and understanding of technology Research and Development (R&D) processes as well as warfare requirements development processes. Experience and demonstrated expertise in translating complex concepts and ideas into formats and context easily understood by personnel not familiar with the Artificial Intelligence / Machine Learning mission of UWDC. Experience in and mastery knowledge of and proficiency of data storage/data engineering/AI/ML tools, modern data base techniques and efficient use of computer resources within a commercial cloud environment. Experience and knowledge of ASW, ASUW, TASW, UUV, and UAV systems gained through operational or related work experience. Experience in and knowledge of the Navy requirements determination process to identify and recommend emergent relevant concepts of operation and/or technologies that may result in improvements to Navy and UWDC's AI/ML mission. Experience using exceptional writing skills to develop executive level correspondence at the Flag/SES level. Experience and ability to plan, organize and direct team study work and negotiate effectively with senior levels internal and external to the Command to accept and implement recommendations, where proposals involve substantial agency resources or require changes in established practices and procedures. Experience and expert knowledge in the application of a wide-range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness; Experience in Fleet, Type Commander, Theater or Strike Group naval operations at the senior leadership/ command level (GS-14/15 or O-5/O-6 or above) is highly desirable to develop and execute a coordinated Artificial Intelligence program with all stakeholders to further develop and validate undersea warfare tactical procedures and identify undersea tactical systems capability gaps. Experience in and knowledge of Navy Planning, Programming, Budgeting and Execution System (PPBES) and requirements relating to program planning compliance with inputs for the FYDP's POM and PR process. Experience in and knowledge of USW platforms, their capabilities and employment, weaponry, tactics, tactical intelligence needs and resources, and environmental data requirements. Experience, knowledge and proficiency in the use of Microsoft applications (e.g., Word, Excel, Project, Access and PowerPoint) to develop correspondence, documents and presentations to articulate the Commander's intent and position across all areas of Command responsibility. Basic Requirements:
Bachelors Degree: In operations research or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
