You will serve as a ELECTRICAL ENGINEER and Electrical, Technical Assistant to the Electrical, Electronics, and Temporary Services Engineering and Planning Division Manager in the Engineering and Planning Department of PSNS and IMF.

Duties

You will serve as a consultant engineer and advisor to the Electrical, Electronics and Temporary Services Engineering and Planning Division Manager on all cognizant matters. You will provide senior engineering direction and support for complex production, testing, and maintenance of non-nuclear electrical and temporary systems. You will maintain subject matter expertise (SME) within specific areas of responsibilities in Code 270 (Non-Nuclear electrical, electronics, and temporary systems division. You will maintain a general knowledge of work performed across the division to be able to provide oversight for consistent technical problem resolution. You will develop personnel's technical knowledge and skill through interaction that is timely and developmentally appropriate to lead knowledge sharing at appropriate levels. You will function as a senior engineering point of contact with Project Management and Production (i.e., interacts with the shop QA Groups, and Process Managers) as related to ships and temporary systems. You will provide improvements to both internal and external processes in Code 270 or Code 200. You will interact with personnel within the public shipyards, NAVSEA Organizations, and private contractors to be able to share knowledge on urgent production or technical issues along with long-term process improvement initiatives. You will adhere to safety requirements within the divisions and apply them appropriately. You will consult with multiple organizations (both internal and external to the Shipyard) to determine risk based technical authority decisions. You will formulate engineering evaluations in formal correspondence such as, memorandums and inspections or forensic reports to support technical authority decisions or recommendations.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional Electrical Engineer planning, evaluating and advising on mechanical engineering temporary systems or equipment design related to the maintenance, installation, or operation of systems on naval vessels. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
