Duties

1. This position will support the Federal Government's response efforts to COVID-19. Monitors the installation crime prevention and suppression program. Identifies possible crime trends by analyzing installation crime statistics and data from sources such as the Defense Incident-Based Reporting System (DIBRS) and the National Incident-Based Reporting System (NIBRS). 2. Provides training and advice on crime prevention/suppression and protection. Incumbent is responsible for serving as the Community Policing Officer representing the department at community events, functions, partnership meetings, and neighborhood groups, participating in business and civic events, consulting with social agencies and taking part in education programs. 3. Performs and enforces the full range of police officer duties within the military installation. Incumbent has full powers of arrest and apprehension which entails carrying a firearm, Mirandize suspects, preserving evidence and testifying in court as it pertains to enforcing regulations on a military installation. 4. Formulates local directives and coordinates PL-4 resource protection and crime prevention/suppression matters within the security forces squadron. Develops local directives to supplement higher headquarters' issuances.

  • This position has been identified as a designated position under the Air Force Drug Testing Plan. Incumbent of this position is subject to the possibility of a random drug test.
  • Incumbent must be qualified in the use of required weapons. The work may require the employee to drive a motor vehicle and an appropriate, valid driver's license will be required.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • May occasionally be required to work other than normal duty hours; overtime may be required.
  • May be required to wear special protective clothing such as coats, boots, vests, gas masks, and/or helmets and may be exposed to high levels of noise such as aircraft engines.
  • Must pass an initial pre-employment medical examination, periodic medical examinations, required initial and annual physical fitness/physical agility tests, meet established hearing standards and discern colors, contrast, and depth.
  • The incumbent must immediately report to his supervisor any significant medical threshold shifts in health status and/or medical requirements.
  • Must obtain and maintain current required certifications in CPR techniques, self-aid buddy care, and first aid.
  • Must wear a uniform and meet applicable AF dress and appearance standards and must obtain and maintain an appropriate security clearance.
  • Incumbent must be able to operate all Security Forces vehicles and installed equipment.
  • Must be in compliance with applicable fitness and weight standards. Subject to annual duty position evaluation on a pass/fail standard.
  • Must pass initial formal law enforcement training school as determined by functional; a certificate from a federally recognized law enforcement academy is preferred.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Incumbent will be exposed to the day-to-day dangers associated with law enforcement and security duties.
  • This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release.

Qualifications

Conditions of Employment continued This position may be designated as a key position IAW AFI 36-507. Duties of this position may be locally determined to be essential to accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternatives for filing the position during an emergency are not available. Must be able to obtain and maintain a Secret clearance. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS-0083, Police Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of creditable specialized experience includes: 1) Knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property; 2) Knowledge of security concepts, principles, practices, and standards relating to the protection of resources and crime prevention and suppression; 3) Knowledge of the operation of and required standards for physical protective equipment and systems; 4) Skill in analyzing crime statistics and data to identify crime trends and areas particularly vulnerable to crime; 5) Skill in planning and carrying out crime-deterrent procedures; 6) Knowledge of applicable law enforcement and security Air Force, Federal and DoD rules, regulations, instructions, practices, principles and procedures including force protection, integrated base defense, anti-terrorism and physical security; and 7) Knowledge of police officer procedures and operating methods to perform the full range of police officer activities independently to include protection level resources, installation entry control, armed response and dispatch. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of security concepts, principles, practices, and standards relating to the protection of resources and crime prevention and suppression. Knowledge of the operation of and required standards for physical protective equipment and systems. 2. Skill in analyzing crime statistics and data to identify crime trends and areas particularly vulnerable to crime. Skill in planning and carrying out crime-deterrent procedures. 3. Ability to communicate effectively both orally and in writing. Knowledge of overall security forces missions, functions, and structure. 4. Ability to establish effective working relationships with SF branch/section chiefs, contributing to a cooperative work environment and successful accomplishment of the mission. Knowledge of applicable law enforcement and security AF, Federal and DoD rules, regulations, instructions, practices, principles and procedures including force protection, integrated base defense, anti-terrorism and physical security. 5. Knowledge of police officer procedures and operating methods to perform the full range of police officer activities independently to include protection level resources, installation entry control, armed response and dispatch. Ability to operate the Incident Management System and the Security Force Management Information System. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
