This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for USACE for Real Estate Personnel to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a Team Member for any of the teams established for the Civil and Military Branches. Incumbent is assigned the more difficult and complex properties, transactions, and/or problems, typically requiring an in-depth analysis of the issues and possible alternatives.
Duties
Perform market analysis, negotiates, prepares lease agreements and supplemental agreements authorizing use of leased government property to other government agencies, etc.
Prepare complex inleasing agreements in the form of leases, easements, licenses and permits for the temporary use of government property.
Prepare informal value estimates for market value of government property.
Review policy directives, regulatory and other guidance received from higher authority to determine impact and supply guidance to staff.
Perform knowledge of Real Estate Principles Concepts and Practices.
Execute knowledge of Contract Negotiation and Administration.
Prepare specifications and requisitions for Issuance of invitation for bids for title evidence and title certificates.
Execute Knowledge of Real Estate Acquisition.
Ability to Communicate Orally (Bilingual: Spanish and English) and in Writing.
Prepare invitation for bids for use of Government property and conduct bid openings and negotiates with prospective buyers.
Review budget, costs and progress to determine the status or program execution.
Serve as backup to Branch Chief as point of contact and technical expert on projects.
Perform compliance and utilization inspections which involves research, report preparation, and onsite inspections.
Review lease agreements to determine when renewals are required.

- This position requires the incumbent to possess and maintain a valid State Driver's License.

Minimum Qualifications for GS-1170-09Specialized Experience: One year of specialized experience which includes Maintaining real estate records, preparing realty documents, and acquiring real estate document.
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Accounting, or Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Minimum Qualifications for the GS-1170-11Specialized Experience: One year of specialized experience which includes: 1) Prepares real estate inleasing documents; 2) Research market data; 3) Provides customer service; 4) Maintains real estate accountable records; 5) Acquires real estate documents; 6) Applies local real property laws and codes; 7) Determines realty contract terms and conditions; and 8) Providing guidance on real estate issues.

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Accounting, or Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
