About the Position: Incumbent will serve as a team member in the Finance and Accounting Directorate performing a wide variety of complex tasks related to accounting policy, financial services, the risk management and internal control program, and audit readiness.

Duties

This list is not all-inclusive: Determine appropriation data to be analyzed in executing performance measurements in accordance with financial analysis program guidelines. Manage accounting and financial policy and provide managerial accounting support operations and prior year funds management across the command. Manage information and business requirements within the Army’s General Fund Enterprise Business System (GFEBS). Ensure systems comply with applicable laws, regulations, procedures, and evolving audit readiness and risk management testing and sustainment requirements. Interpret accounting policies of higher headquarters to include implication of immediate and long-range management activities, plans, and decisions. Research systems to detect/correct errors related to various issues such as contracts, payroll, and purchase card records. Prepare briefings, presentations, and other items for senior leader approval/action.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Incumbent must be able to obtain and maintain a valid Secret security clearance.
  • This position requires Financial Management Level 2 Certification IAW NDAA 2012 to be acquired within a time frame prescribed by management.
  • This position may require occasional temporary duty (TDY) for business-related purposes.

A combination of Education and Experience: This must include at least four (4) years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background MUST also include ONE of the following: (1) Twenty-four (24) semester hours in accounting or auditing courses of appropriate type and quality. This can include up to six (6) hours of business law; OR (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR (3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g. 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; AND (b) a panel of at least two higher-level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. IN ADDITION TO THE ABOVE BASIC REQUIREMENT, APPLICANTS' EXPERIENCE MUST DEMONSTRATE: Specialized experience: One year of specialized experience which includes 1) organize and analyze appropriate data (production reports, material records, payroll records, plant and equipment records, sales or accounts receivable records, finance records); 2) research, interpret, and resolve accounting policy or financial regulatory questions; AND 3) identify, monitor, and report trends in the financial management system. NO EDUCATION SUBSTITUTION IS ALLOWED FOR THIS EXPERIENCE. You will be evaluated on the basis of your level of competency in the following areas: Financial Management SystemsFinancial StewardshipOral CommunicationWritten Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). NOTE: Applicants must meet all Time-in-Grade requirements and experience requirements by the closing date of the announcement.
