These positions are located at Haleakala National Park, in the Maintenance Division and the Interpretation Division for the National Park Service Pacific West Region.
Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. You will work approximately 11.5 months in pay status, and you will be in a non-pay status for the remainder of the year. Non-pay status will occur from mid-to-late October.
Duties
As a Budget Technician, duties may include:
Consolidating budget estimates from the unit's program managers, and organizing budget data according to account, object class, and program activity.
Maintaining and updating annual operating programs.
Researching accounting problems such as incorrect accounts, erroneous payments, object class errors, and ensures corrections and/or adjustment documents are entered into the accounting system.
Providing technical expertise and training to personnel in accounts receivable, accounts payable, reimbursements, voucher preparation and examination, and preparation of financial reports.
Adjusting programmed amounts to reflect changes in approved funding (e.g., increases in salaries, across-the-board reductions, etc.) by applying standard percentage adjustments.
This is a career-ladder position, however, promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor. Duties will be developmental in nature when filled below the full performance level. Full-performance grade level is GS-07.
Hourly Rate Pay Range by Grade:
GS-05 steps 1 to 10: $20.18 to $26.23 per hour + COLA
GS-06 steps 1 to 10: $22.49 to $29.24 + COLA
GS-07 steps 1 to 10: $24.99 to $32.49 + COLA
Cost of Living Allowance (COLA) for this duty station is 8.64%
Qualifications
All qualifications must be met by the closing date of this announcement-01/27/2025-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.
To qualify for this position at the GS-05 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: (1) using financial system(s) to input documents, produce reports, and access budgetary information; (2) compiling cost data for salaries, utilities, travel, etc.; (3) transferring funds between accounts; (4) making arithmetic computations. You must include hours per week worked.

EDUCATION: Successful completion of at least completed four years of education above the high-school level at an accredited college or university. You must include transcripts.

Successful completion of a combination of education and experience as described above: possess a combination of specialized experience and post-high school education that satisfies 100% the requirement. To combine education and experience, first take the number of semester hours (or equivalent), in excess of the first 60 semester hours earned towards your degree and divide by 60 semester hours (or equivalent). Then take the number of months of full-time experience and divide by 12 months. Add the two percentages. The total must equal at least 100 percent in order to meet this description. You must include transcripts and hours per week worked.

To qualify for this position at the GS-06 grade level, you must possess the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: (1) using financial system(s) to research, compile, verify, and summarize budget data such as salaries, fixed costs, travel expenses, and other expenses; (2) assisting with adjustments for changes in projected expenditures; (3) participating in preliminary budget estimates and assisting with budget execution; (4) responding to inquiries regarding budget procedures, problems, reconciliation issues, and related budgetary issues. You must include hours per week worked.

To qualify for this position at the GS-07 grade level, you must possess the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: (1) consolidating budget estimates of assigned programs; (2) organizing budget data according to account, object class, and program activity; (3) providing technical assistance to others in formulating and executing current year operating programs; (4) reconciling actual expenses against planned projections; (5) monitoring budget revisions and recommending changes to appropriated funds. You must include hours per week worked.
