This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Duties

Process or review a wide variety of standard pay actions which establish, maintain, adjust or close pay accounts to adequately compensate service members, active or retired. Reviews source, substantiating and supporting pay authorization documents to ensure completeness, propriety, authentication, accuracy, and compliance with applicable regulations, policies and precedents. Enters pay transactions into the organization's automated pay system. Makes standard adjustments to pay accounts and processes actions to adjust accounts, if necessary. Provides one-on-one assistance to service members and annuitants explaining standard pay entitlements, answers inquiries regarding new accounts, cost-of-living adjustments methods of computation. Determine necessary steps to correct the error(s) and ensures the necessary actions are processed to update or correct accounts.

Requirements

  • Must be a U.S. Citizen.
  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • Department of the Army DA Civilians must successfully complete all mandatory Civilian Education System CES courses which may require travel.
  • Obtain and maintain Level 1 FM Certification.

Qualifications

Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related) Completion of all requirements for a bachelor's degree in accounting from an accredited college or university; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR Candidates may also qualify through a combination of education and experience: at least 4 years of professional accounting experience (at least one year must be equivalent to the journeyman level) or an equivalent combination of professional accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses or a certificate as a Certified Public Accountant or Certified Internal Auditor. To qualify at the GS-07, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Qualifying Experience: For the GS-07, you must have at least one year of qualifying experience equivalent in level of difficulty and responsibility to the GS-06 grade level in the Federal service, or comparable in difficulty and responsibility to GS-06 if outside the Federal service . For this position, qualifying experience is defined as: Auditing, reviewing, and evaluating finance and accounting system applications and supporting functions; analyzes and interprets financial and accounting data records for completeness. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met at the closing date of this announcement.

Education

GS-07 Substitution of Education for Experience: One full year of graduate level education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled.

If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply.

Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.


PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study

To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the U.S. Department of Education .

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by the National Association of Credential Evaluation Services at the time of application.
