This position is for DISA White House Communications Agency at Joint Base Anacostia-Bolling, District of Columbia. This is an Excepted Service position and does not confer eligibility to be converted to the Competitive Service. If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment under 10 U.S.C. 1599f.
Duties
Develops and monitors the execution of WHCA’s facility maintenance and sustainment annual budget for utilities, facility support services, FSRM, refuse collection, hazardous materials (HAZMAT) collections, and real property purchases (lifecycle).
Serves as WHCA liaison for recurring and non-recurring services and studies and reports to host organizations, e.g., 11th CES, 11th CONS, LRS, SFS, NAVFAC, NAVSEA, GSA, WHMO, and NSF Thurmont.
Formulates facility and space policy and facility POMs for WHCA IAW Installation Facility Standards (IFS), identifying program emphasis, and recommending operating guidelines.
Provides oversight for the execution of facilities/safety activities, and directs a wide range of program/support areas for the Facilities Management Division.

Qualifications
In order to qualify for this position, you must meet the requirements described below.
For the Facility Operations Services Series 1640, basic qualifications can bet met by an Individual Occupational Requirement (IOR) or Specialized experience at the next lower grade level in that series:
Individual Occupational Requirements:
Education: Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration.
OR
Specialized Experience - Examples of qualifying specialized experience include:
Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.
Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.
Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.

Qualifying Experience:
To qualify at the GG-13, your resume must describe at least one year of qualifying experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as:
Experience directing the planning, development, and execution of all facilities-related work, to include major infrastructure upgrades and the maintenance of existing facilities.

Additionally, prior to reporting for duty the selectee must be found eligible for a DoD Top Secret security clearance with access to Special Compartmented Information (SCI) based upon an Single Scope Background Investigation (SSBI), AND be approved for Presidential Support Duty in accordance with Department of Defense Directive 5210.55 (Yankee White - Category II, minimum).

Education
There is no substitution of education for the Qualifying Experience at the GG-13 grade level.
