About the Position: This is a permanent position is within Headquarters, US Army Corps of Engineers, Chief Information Office, Portfolio Integration Division located at the General Accountability Office (GAO) Building, 441 G. Street, NW, Washington, DC.
Duties
Coordinates, develops and interprets policies leading to effective mission delivery of programs valued in excess of $20B annually.
Advises and makes recommendations on policies that enhance the oversight and integration of IT programs and systems within and across functional lines of business.
Ensures policies and processes are enforced through the standardized use, management, and control of architectures and IT compliance.
Applies deep understanding of investments’ programmatic impact, architecture and compliance in order to validate, balance, rank and synchronize the investments with enterprise Lines of Effort, needs and goals to determine funding priorities.
Prepares and interprets policy relating to portfolio management, work authorizations and funds and other pertinent matters.
Provides detailed analysis as to shortfalls and overages, and recommends corrective actions or revised procedures to be implemented, to achieve set goals.
Integrates concepts, principles, and practices of quality management, performance, excellence, and continual improvement in order to monitor the execution of the value engineering processes to programs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.

Specialized Experience: One year of specialized experience which includes 1) developing and implementing standard methods, procedures, and policies for managing programs, budgets, and resources within an organization; 2) preparing and interpreting program budgets, work authorizations, and financial reports, and providing technical guidance on managing project finances; 3) advising on IT program oversight and integration, including the development, management, and compliance of IT systems within an enterprise environment; 4) managing and enforcing policies related to IT architectures, compliance, and governance; and 5) working with enterprise-level leaders and decision-makers to develop business cases, support investment strategies, and provide program-related recommendations that drive operational success. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
