This Time and Leave Clerk (OA) position is located in Nursing Service at VA Maine Health Care System.

Duties

Duties include but are not limited to: Observe and analyze problem trends related to timekeeping activities; recommend and take corrective action as the situation requires. Review and verify availability of leave when requested; Advise employees on extended or leave without pay (LWOP) status of leave balances and actions necessary. Assure work performed is accurate and is conscientious about attention to detail during audits, posting time (e.g. Regular (RG), compensatory time(CT), overtime (OT) etc.) and leave. Enter and code data reflecting various hours worked (e.g. shift differentials, weekend premiums, overtime, holiday pay etc.) plus various leave statuses (e.g. annual, sick, maternity, military etc.) from certified time schedules. Maintain time and attendance records for all clinical and clerical staff. Compose correspondence for the application of the various leave authorization for approval by supervisors/managers. Notify employees of available compensatory time and when it needs to be used and make retroactive adjustments. Treat customers in a courteous and respectful manner. Perform a variety of clerical and technical work which results in the bi-weekly determination of pay for approximately 400 employees. Initiate corrected time-cards for review remaining in compliance with laws, policies, procedures and rules affecting pay. Analyze time and leave coding errors and process the required corrections. Interpret rules and regulations in order to ensure accurate recording of leave, overtime, etc., on time-cards, resulting in accurate and timely payment of employees. Function as resource person and answers inquiries received relative to time and leave laws, procedures, regulations and resolve problems that occur. Provide orientation to new employees to familiarize them with time and leave rules, regulations and their rights and responsibilities. Provide advice and guidance to employees and supervisors to resolve pay and leave issues (e.g. overtime entitlement, differential pay, holiday, special rates, allowances etc.) and provide answers to complex questions. Performs other related duties as assigned. Work Schedule: Monday-Friday 8:00a.m.-4:30p.m. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/28/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization.
