Duties

This position manages the Bureau of Reclamation's Yakima River Basin Water Enhancement Project (YRBWEP) Office in Yakima, WA. Manages Reclamation's implementation of the massive, watershed-scale YRBWEP and Integrated Plan and makes binding commitments on behalf of Reclamation in this arena. Ensures that large scale water resource projects and ecosystem restoration plans for the Yakima Basin are implemented. Builds and maintains collaborative relationships with YRBWEP partners, consisting of Federal agencies, the State of Washington, Native American tribes, Northwest Power Planning Council, local irrigation entities, environmental organizations, and public interest groups. Provides expert technical and policy advice and leadership in all areas related to YRBWEP, including financial assistance, complex long-range land and water acquisitions, ecosystem and floodplain restoration, habitat and tributary enhancement, fish passage, restoration and enhancement of lands, surface and groundwater projects, water conservation, water marketing, and long-term management of land and water.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume. To qualify at the GS-14, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-13 level in federal service, having demonstrated experience in ALL of the following: (1) implementing or executing projects/measures related to the Yakima River Basin Water Enhancement Project or Yakima Basin Integrated Plan; (2) collaborating with stakeholders (e.g., non-governmental entities, industry and private sector interests, academia, other federal agencies, tribal/state/local officials) on complex land/water management or habitat restoration needs; (3) effectively communicating complex and controversial subjects to diverse audiences, including management officials, elected officials, and the public; and (4) leading or supervising a team of diverse professionals, such as biologists, hydrologists, archeologists, engineers, financial/budget analysts, etc. You must include this experience in your resume. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 01/24/2025.
