Qualifications

To qualify for the GS-14 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-13 level defined as planning, organizing and directing employee benefits area in human resources management with a view towards the development of significant improvements in policy, procedures and techniques as well as advising and counseling top management on human resources initiatives, policy and programs operations as it related to benefits processes and procedures; experience analyzing reports and addressing anomalies.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Knowledge of benefits and entitlement principles, practices, laws and regulations; and requires a high degree of judgment and originality in resolving complex and controversial problems.
Ability to identify the need for and initiate special projects and studies affecting the service population.
Knowledge of diversity missions through a variety of occupations, and a host of other local practices that affect the delivery of benefit and entitlement services/programs.
Skill in preparing statistical reports, briefings, and information papers for human resource shared service center (HRSSC) management and Senior Leadership.
Lead and develop, implement and evaluate long-range plans and specific projects to accomplish delivery of Headquarters and Region benefits and entitlement programs/services.
Skill in initiating special projects and studies affecting the service population.
Serve as advisor and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommendsselection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives.
Ability to periodically review position descriptions to ensure accuracy, and the most effective utilization of personnel resources.
Skill in identifying the need for special projects and initiates milestones and goals.
Ability to evaluate reports by analyzing facts and performing appropriate research and prepares detailed responses.
Ability to research and determine or recommend appropriate actions or interpretation of issues that impact the organization.
