This position is located in the Office of Port & Waterways Planning, Office of the Associate Administrator for Ports & Waterways, Maritime Administration (MARAD).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience in maritime affairs, including commercial logistics and transportation, port development, and intermodal transportation capabilities such as intermodal connections, terminals, and distribution networks for the reduction of traffic congestion. Experience in leading initiatives affecting maritime supply chain operations and port and waterways resiliency, and developing products and services designed to engage and assist the port industry and support port infrastructure planning. Experience in conducting innovative outreach and engagement efforts to promote the development and improved utilization of ports and port facilities. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Transportation - Knowledge of principles and methods for moving people or goods by air, rail, sea, or road, including costs and limits. Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience. Oral Communication - Makes clear and convincing oral presentations.  Listens effectively; clarifies information as needed. Creativity and Innovation - Develops new insights into situations; questions conventional approaches; encourages new ideas and innovations; designs and implements new or cutting-edge programs/processes.  Organizational Awareness - Knows the organization's missions and functions; and how its social, political, and technological systems work and operates effectively within them; this includes the programs, policies, procedures, rules and regulations of the organization.
