The primary purpose of this position is to Provides functional expertise for the Department of the Air Force-wide military personnel pay programs. Collaborates with Tier 3 in the planning, developing and establishment of program guidance, assessments, requirements and advisory services for the Department of the Air Force-wide program to external and internal customers.
Duties
Serves as Tier 2, SME to execute Air Force-wide Military Pay program(s).
Works in partnership with Tier 3 Business Process Owner to conduct studies and/or initiatives to improve Military Pay programs and/or influence process changes for these programs that typically involve long-range, highly complex, and often sensitive topics.
Provides advisory services to managers, supervisors, and employees on enlisted retention program(s).
Implements DAF/A1P and Secretary of the Air Force Personnel Council (SAFPC) decisions on waivers to meet military personnel pay eligibility requirements submitted to AFPC for final resolution.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the Department of the Air Force regulations, policy, techniques, practices, mission, and organizational structure of the specific program and or functional field to support DAF wide military personnel program administration responsibilities. Thorough knowledge of DoD, DAF, Federal and industry policies, regulations, and organizational structure and mission as well as the principles, practices, and functions of military personnel program administration to support operations and perform difficult and complex work assignments.

EDUCATION: I have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Accounting, Finance, Economics, Industrial Management, and Organizational Management field of study. COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of specialized experience and education as described above; therefore, I have a combination of experience and education that may be used to qualify for this position. NOTE: You must submit a copy of your college transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the principles, theories, techniques, practices, mission, and organizational structure of the specific program and or functional field to assist in supporting Air Force wide military personnel program administration responsibilities.
2. Knowledge of the laws, regulations, principles, and practices of military personnel programs; Comprehensive knowledge and background in quality assurance evaluation and associated Air Force written correspondence is required.
3. Knowledge of sustainment program inspection requirements, reports, and program terms, as well as knowledge of common management principles to provide advisory services and inspect assigned programs.
4. Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness, and in serving as a technical specialist and spokesperson to further operating agency objectives on important issues.
5. Ability to prepare special studies and staff reports; Ability to establish effective working relationships and to communicate well with others, orally and in writing.
6. Ability to plan, organize, and apprise the field activities of policy or regulatory changes through personnel services; Ability to analyze, plan and adjust work operations of one or more organizational segments.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
