This a National Guard Title 5 Excepted Service Position. This position is an Indefinite-Reimbursable GS-0560-09 BUDGET ANALYST (TITLE 5), Position Description Number T6358000 in and is part of the MO TASMG Shop. This is a bargaining position. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT.

Duties

Formulates annual maintenance operating budget, Class Nine and SFDLR budget for the AVCRAD’s inclusion in supported states’ financial plan. Applies budget techniques in the formulation and execution of the maintenance Class Nine and SFDLR budget. Plans and anticipates allotment of maintenance operating, Class Nine, and SFDLR budget for the AVCRAD. Analyzes budgetary relationships and develops recommendations for budgetary actions on maintenance programs, activities, and specific functions. Reviews, edits, and consolidates maintenance operating and SFDLR budget estimates for regionally supported states to ensure compliance with rules, regulations, and procedures. Analyzes maintenance and SFDLR funding provided and ensures quarterly allotment to supported states is adequate to meet projected requirements. Develops recommendation for budgetary adjustments to support unanticipated changes in program operations or funding. Monitors the use and rate of expenditure of maintenance and SFDLR funds through continuing dialogue with supported states and review of written documents and records. Develops, performs, and monitors internal control programs and procedures to identify potential over or under-obligation of maintenance and SFDLR funds. Applies accounting principles ensuring that all ledgers and documents are properly reconciled. Responsible for monthly and quarterly input of reports to Production Control ensuring the accuracy of combined reports to higher headquarters. Performs other duties as assigned.

Requirements

  • Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.
  • Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
  • The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.
  • In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the indefinite appointment, that employee will relinquish permanent status.
  • Employment can be terminated with a 30 day notice.
  • May be required to successfully complete a probationary period.
  • This position is authorized to be filled if the reimbursable funds are available.
  • Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment.
  • Position is subject to the provisions of the DoD Priority Placement Program.
  • Incumbent will be required to complete training in fiscal disciplines; Fiscal Law, Resource Management Information Course (RMIC), Contracting Officer Representative (COR), Automated Fund Control Order System (AFCOS).

  • May be required to successfully complete a probationary period.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Participation in direct deposit is mandatory.
  • Appointments of retired members of the Armed Forces as National Guard employees within 180 days of retirement requires a waiver approved by the Adjutant General of Missouri before an effective date can be established.
  • Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
  • Failure to complete management prescribed courses for full-time support personnel within the first year of employment or assignment, may be cause for reassignment or termination.

Qualifications

GENERAL EXPERIENCE:Must possess experience, education or training involving skills in applying problem solving techniques; skills communicating effectively both orally and in writing; ability to plan and organize work; competencies in analysis, research, writing and judgement typically gained through college education or progressively responsible experiences; ability to follow established methods and procedures; use practical knowledge of the operations, procedures, and policies of specific program areas or functional assignment GS-09 SPECIALIZED EXPERIENCE: Must possess Do you possess at least one year of experience at the GS 07 grade level or equivalent working with finance budget experiences and competencies that provided knowledge of financial principles and procedures; possess a good understanding of the basic principles and concepts of the National Guard financial budget business program requirements; ability to process government requests for allotment of funds to assure that they conform to government regulations; monitor and track obligations and expenditures; prepare data summaries and tabulating cost data for reports on budget execution; and follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures. This is a Financial Management Level 2 certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F - Financial Management, Section 1051, amending 10 United States Code, Section 1599d. Incumbent of this position is required to comply with all DoD and DA requirements of this certification program, This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action. Education

To qualify for GS-0560-09 positions on the basis of completed undergraduate or graduate education, you must possess a college degree education that is in one of -or- be a combination of the following required disciplines: Accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management. The education must demonstrate the knowledge, skills and abilities necessary to do the work.
