This vacancy is for a GS-0080-12, Security Specialist (Port) located in the Department of Homeland Security, U.S. Coast Guard, SECTOR DELAWARE BAY CONTINGENCY PLANNING and FORCE RDNS STF.Duty location is Philadelphia, Pennsylvania

Duties

You will serve as a Security Specialist (Port) and be responsible for the implementation and enforcement of Executive Order 10173, as amended, the Ports and Waterways Safety Act of 1972, as amended, Maritime Transportation Security (MTSA) of 2002, Security and Accountability of Every Port (SAFE Port) Act of 2006, and other Coast Guard maritime security enabling authorities at the Sector level. Serving as the Executive Secretary of the Area Maritime Security Committee (AMSC); Coordination of interagency operations, exercises and agreements; assisting in the development, maintenance, and support of military deployments, outloads, and retrograde shipments where Port, Waterways, and Coastal Security (PWCS) support missions are provided; and developing and maintaining relationships with various stakeholders in the government and private industry.

Qualifications

To qualify at the GS-12 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following: Providing Maritime Security preparedness planning, subject matter expertise and technical support for Area Maritime Security (AMS) Plans (AMSP's) and procedures, ensuring all committee records and plans are properly maintained, serving as Sector representative on working groups and coordinating a wide variety of sensitive and complex tasks encompassing the entire spectrum of maritime and port security. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. NOTE: Education can not be substituted for experience at this grade level. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

You must submit evidence that any education completed in a foreign institution is equivalent to U.S. education standards with your resume. You may submit an unofficial copy of the transcript at the initial phase of the application process. If course content cannot be easily identified from the title of the course as listed on your transcript, you must submit an official course description from the college/university that reflects the content at the time the course was taken.
