The primary purpose of this position is to manage the administrative and personnel program processes of the organization as well as other personnel in the command support staff and serve as liaison with manpower/personnel offices; additionally, trains reservists in all tasks of the position.

Duties

DUTY 1: Manages, prepares and maintains documentation concerning the administrative orders program. DUTY 2: Serves as the organizational point of contact and liaison with the personnel office. DUTY 3: Manages execution of Publications and Forms Program and all By-Law Programs DUTY 4: Performs work regarding planning and organizing all administrative activities and processes for the organization. DUTY 5: Provides unit personnel support services. DUTY 6: Monitors and directs the control of incoming and outgoing correspondence. DUTY 7: Integrates a variety of software to produce final products.

  • The incumbent must have the ability to type a minimum of 40 WPM.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes administrative policies, procedures, rules, guidelines, publications, to perform the procedural and administrative work of the office, such as screening calls and visitors, support staff and serve as liaison with manpower/personnel offices; additionally, trains reservists in all tasks of the position., preparing, reviewing and editing documents, locating and assembling information for various reports, maintaining files/records, and making and preparing training goals for the CSS personnel. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. In-depth knowledge of administrative and military personnel policies, procedures, Reserve mission, training methods and programs, rules, guidelines, and instructions. 2. In-depth knowledge of the automated systems, personal computers, hardware, and software. 3. Ability to analyze data/products. 4. Ability to plan, organize and direct the functions and staff of an organization; communicate effectively with diverse groups of individuals, both orally and in writing. 5. Knowledge of analytical and investigative techniques to measure the effectiveness, efficiency, and productivity. 6. Knowledge of management principles within both the civilian and military personnel systems, and the ability to integrate the civilian and military personnel aspects in order to successfully accomplish the organization's mission. 7. Knowledge of administrative processes and procedures. 8. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. 9. Knowledge of training goals and objectives to assist in the management and implementation of training goals for the CSS personnel. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
