This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Use General Fund Enterprise Business System (GFEBS) and Logistics Modernization Program (LMP) to create projects, establish work breakdown structures, and create purchase requests/orders.
Analyze reports to reconcile transactions, identify errors make adjustments/corrections as necessary.
Analyze and project internal and external current year and out-years requirements based on established or projected requirements.
Create and update reimbursable customer database to manage and monitor the reimbursable program serving diverse customers and various appropriations such as OMA, OPA and RDT/E.
Requirements
- Secret Security Clearance.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level II practitioner in the Acquisition Career Field K-Business Financial Management within 60 months of entrance on duty.
- Financial Disclosure Required.
- Level 1 Financial Management Certification within 24 Months.
- 5% Business Travel.
Qualifications
This is a modified TERM position. This position may be converted to permanent career or career-conditional appointment without further competition as long as all requirements are met. To be eligible for conversion, employee must complete at least 2 years of current continuous service under a term appointment in the competitive service AND employee must have a current performance rating under such term appointment of at least fully successful or equivalent.
ADMINISTRATIVE CAREERS WITH AMERICA (ACWA) ASSESSMENT: This series is covered under the ACWA examining program. The position is being recruited at the NH-02/03 grade levels. If you are selected at the NH-02 grade level (GS 5-11 equivalent), you must meet the qualification requirements for the position and complete/pass the ACWA assessment.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. General experience is defined as: Having three years of progressively responsible general work experience with one year of that experience equivalent to the NH-02 grade level, which includes
1) Assisting with budget execution by ensuring obligations and expenditures are submitted/ processed within regulatory time constraints and
2) Assisting in preparing financial reports by gathering documents of receipts, disbursement or budget execution.
This definition of general experience is typical of work performed at the next lower grade/level position in the federal service NH-01 (GS-04).

Education:
Four year course of study leading to a bachelor's degree.(Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
