The primary purpose of the position is to provide administrative information and assistance to the Superintendent or to the manager of the unit (if located at headquarters, a regional office, or a center) and staff, on the practical and technical aspects of office administration, to include budgeting, acquisition and property management, human resources, and other administrative support services, and to perform staff support work in each of these areas.

Duties

Provides accurate and reliable information on the administrative functions of the park, headquarters, regional office, or center. Collects data for the unit's operating budget, consolidates material into an annual unit budget; sets up controls to monitor expenses during the year. Recommend budget adjustments including restructuring budget allocations or work plans to deal with changing situations such as varying costs for equipment parts, or services, and changes in the availability of funds Provides human resources information and assistance to the unit. In that regard assists with the preparation of position descriptions and organization charts and prepares Requests for Personnel Action. Serves as the primary timekeeper for the unit. Reviews time and attendance reports for employees and assures reports are correctly entered into an automated system. Responds to and resolves issues involving a payroll system. Advises supervisors and employees concerning questions about pay, hours of duty and leave. Serves as the primary administrative point of contact for the unit. Responsible for the administrative oversight of various administrative processes, which may include processing financial, procurement, property, human resources, and other administrative forms or documents for the unit. Develops and implements new systems or administrative processes to meet unit needs (tracking system,file maintenance, etc.). Uses computers and appropriate software for data collection, analysis and collating. Prepares reports, forms and tabular material, providing proper spacing, heading and arrangement for ease of understanding and information processing. Establishes and maintains office files (electronic or manual), including confidential and sensitive files,project files, administrative material and regulations, reports, forms, etc. Types and composes correspondence, memoranda, reports, work schedules, etc., from drafts or notes using word processing software and computer equipment. Area Information Bandelier National Monument is comprised of over 32,817 acres, including a designated wilderness area of 23,267 acres and an 800-acre detached archeological section. The Monument was created to preserve the numerous archeological features of a late prehistoric period, which represents the transition of the Pueblo Indians from the prehistoric Ancestral Puebloan to modern traditions. Annual visitation exceeds 200,000. The Monument is located 45 miles from Santa Fe, 32 miles from Espanola, and 12 miles from Los Alamos. Elevation ranges from 5,300 to 10,199 feet with headquarters located at 6,000 feet. For more information, see the park website: www.nps.gov/BAND. Good medical facilities, schools, and shopping are available in Los Alamos and White Rock. Local cost of living is considered high. Located in the Jemez Mountains of north-central New Mexico, the 89,000-acre Valles Caldera National Preserve encompasses a 13-mile-wide dormant volcanic caldera. Its distinct topographic mosaic of expansive valley meadows, lush forested volcanic domes, meandering valley streams, and old-growth ponderosa pine groves are in striking contrast to the arid New Mexico landscapes at lower elevations. The park offers a wide range of recreational opportunities such as hiking, mountain biking, hunting, fishing, skiing, and snowshoeing. Park headquarters is located in the village of Jemez Springs, and the park is located halfway between Jemez Springs and the town of Los Alamos. Work area elevation ranges from 6,200 feet to 11,257 feet. Summer temperatures can range from the 30s to the 80s (Fahrenheit). Winter temperatures can drop well below zero. Snowfall occurs generally from November to as late as May. The closest communities with schools and services are Rio Rancho, Jemez Springs, and Los Alamos. The nearest airports are in Albuquerque and Santa Fe. Housing rentals range from $1,200-$3,000 for a two-bedroom/two-bathroom place. Qualifications

All qualifications must be met by the closing date of this announcement-01/28/2025-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. SELECTIVE FACTOR: This position performs office automation work, and a typing speed of a minimum of 40 words per minute (words per minute are based on a 5-minute sample with three or fewer errors) is required. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position. - AND - To qualify for this position at the GS-07 grade level, you must possess all of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained in either the public or private sectors). Examples of specialized experience may include: performing a wide variety of advanced administrative functions such as advising employees on payroll regulations and serving as payroll coordinator; serving as liaison with Human Resources by preparing and entering personnel actions, processing employee paperwork, and coordinating background investigations; serving as the technical advisor for travel processes and regulations; advising on procurement; and performing budget and financial management by collecting data for a budget, making recommendations, tracking expenditures, creating budgetary reports, and reconciling an organization's budget.You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
