The primary purpose of this position: To serve as Program Manager over the JBSA Drug Demand Reduction Prevention Program (DDRP), an installation-wide education and prevention program.

Duties

Duty 1: Plans, organizes, manages, and directs the activities of the JBSA Drug Demand Reduction Program (JBSA DDRP) ensuring the JBSA DDRP complies with legal and regulatory requirements and meets customer needs. Duty 2: Performs supervisory personnel management responsibilities. Duty 3: Develops annual budget and resource requirements to meet program objectives. Duty 4: Develops and conducts anti-drug education classes. Duty 5: Serves as Military Liaison to local community for counter-drug efforts. Duty 6: Establishes and maintains referral information.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Individual Occupational Requirements for 0101 series and Group Standard for Professional & Scientific Positions. BASIC REQUIREMENT: Degree: behavioral or social science; or related disciplines appropriate to the position. OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of behavioral models, principles, concepts, and methodology. Knowledge of operating and managing a Drug Demand Reduction Prevention program to include the implementation of a drug testing program for military and civilians including education, training, and threat assessment. Comprehensive knowledge of Air Force policies and procedures as it pertains to the Air Force Drug Testing program for military and civilian personnel in TDP. Knowledge of marketing and publicity techniques and the ability to communicate effectively orally and in writing, prepare and present briefings, coordinate planning efforts, and manage wide variety of program activities. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of concepts, principles, and practices related to the Drug Demand Reduction Program as well as governmental policies concerning substance abuse and knowledge of possible effects of illicit drug usage on the installation's mission and community life. 2. Knowledge and skill to gather, assemble, and analyze facts, draw conclusions, devise solutions to problems, and identify changes and trends and knowledge of youth and family systems theories, and the ability to apply them in conducting comprehensive outreach and prevention. 3. Knowledge of marketing and publicity techniques to promote the program and drug free lifestyle; knowledge of urinalysis drug testing and drug abuse/prevention programs and knowledge of safety and security regulations, practices, and procedures. 4. Ability to communicate effectively both orally and in writing. 5. Knowledge of DoD budgeting processes, including developing, maintaining accountability requirements and constraints regarding expenditures of program funds and knowledge of budgeting processes, including developing, maintaining accountability requirements and constraints regarding expenditures of program funds. 6. Ability to supervise employees and skill to teach drug-testing techniques to employees and ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to work with widely diverse individuals and community organizations and develop joint ventures. 7. Proficiency in desktop computer operations including Word, Power Point, Excel and Outlook. Other Significant Facts: Background in urinalysis drug testing, outreach and substance abuse programs is highly desirable. Safeguards confidential information and/or files. Bachelors Degree in Social Science Human Resources Management, Management, or Marketing or five years of DDRP management experience is desirable. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position.
