This position is located at Bureau of the Fiscal Service, Deputy Commissioner Transformation & Modernization, Office of Strategy and Transformation, Division as assigned. As a Management and Program Analyst, you will help develop and implement transformation programs and initiatives that are responsive to agency strategy and transformation priorities.
Duties
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.
Responsible for the review and dissemination of mission critical information that is confidential in nature.
Develop and execute an advanced level of management and program analysis theories and concepts that address new developments and theories to problems that are confidential in nature, and not susceptible to treatment by accepted methods.
Lead and/or oversee projects and ensures appropriate integration of milestones and initiatives. Use project management best practices to deliver timely and accurate work.
Compile data and perform statistical analysis to evaluate the effectiveness of programs and initiatives.
Review and evaluate program goals, develop methods to measure success, identify factors influencing program accomplishments, and recommend changes accordingly to improve the efficiency and effectiveness of administrative and program operations.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience for the GS-13 is defined as one year of experience at the GS-12 level, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is defined as analyzing findings and serving as an advisor to management by making recommendations to enhance the effectiveness of programs and operations.
Examples of this experience may include the following:
- Conducting studies and directing special projects; OR
- Composing oral and written presentations for delivery to management or service providers.
Specialized experience for the GS-12 is defined as one year of experience at the GS-11 level, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes using quantitative and qualitative analysis to provide oral and written communication regarding the effectiveness of programs.
Examples of this experience may include the following:
- Conducting studies as part of a team and participating in special projects; OR
- Composing first drafts of oral and written presentations for delivery to management or service providers.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
For the GS-12, you must have been at the GS-11 level for 52 weeks.
