This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a Financial Management Analyst for the Joint Activities located at Fort Liberty, North Carolina.
Duties
Advise management of problems, trends, and deviations from normal situations which are disclosed by the analysis of resource management information.
Provide technical advice and assists managers in ensuring internal control and financial management responsibilities are carried out properly.
Examine documents and financial records to determine whether the organization's performance has been in accordance with regulation and operating procedures.
Ensure recommendations are made to management for corrective action.
Ensure that policy and procedural modifications are implemented and coordinated with components.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance with Sensitive Compartmented Information (SCI) access for the duration of employment.
- The position may require temporary duty (TDY) business travel up to 10% of the time.
- Position is subject to random drug testing. Incumbent must pass a drug test.
- Incumbent must meet position requirements for certification Financial Management Level 2 within the timeline given by the command of entry on duty.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
Qualifications

In order to qualify, you must meet the education or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes utilizing automated financial management systems to process and resolve financial entitlements and pay problems; AND preparing financial reports covering the status of funds, expenditures, and obligations; AND interpreting and applying accounts payable policies, regulations, procedures to process financial transactions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09)

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Financial Systems.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
