This position is located in the Office of the Area Director for the Agricultural Research Service (ARS) in Peoria, IL.
In this position, you will be responsible for coordinating and facilitating a wide range of activities related to the Area's Business Management portfolio and serving as a central point of contact/coordination for the Area research mission.
Duties
Serves as the lead in the Area's research delivery processes and programs.
Accomplishes regional and national objectives in order to coordinate cross cutting programs and strategic planning activities.
Develops and manages data and reporting processes for the Area Director.
Establishes annual strategic planning priorities and data delivery schedules and tracks related information and data quality.
Coordinates all Annual Resource Management Plans (ARMPs) activities and provides comments on ARMP strategic planning documents.
Tracks information, develops spreadsheets and responses in order to meet tight deadlines and ensure timeliness of responses.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Applicants must have one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-09 grade level for consideration for the GS-11 grade level).
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-11 includes one year of specialized experience comparable to GS-09 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience developing program performance measures and cost accounting for indirect and support services; providing technical and analytical support to management to develop and execute the Annual Resource Management Plans (ARMP) and analyzing HR information to provide advice to the management officials regarding the implementation impact of the procedures, laws, regulations and policies.

Education: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Related degrees may include Program Management, Communication, Public Administration, Economics, Human Resources Management, Organizational Management, or Business Administration.
OR
A combination of education and specialized experience.

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
