You will serve as a FINANCIAL MANAGEMENT ANALYST in the BUREAU OF NAVAL PERSONNEL of NAVAL WAR COLLEGE.
Duties
You will research guide to locate accounting, budgetary and financial information and prepare summaries for use by higher-graded analysts.
You will formulate budget and estimates to support plans, programs, and activities.
You will prepare, process, and monitor funding documents.
You will interpret financial management system requirements to determine support being provided through an organization's financial management systems applications (e.g., accounting, budgeting, finance).
You will tracking and control funds for special programs, analytical or program work pertaining to payroll, cash control, or benefit systems.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.
- Must participate in the direct deposit pay program.

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level I Certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. This certification level must be achieved within prescribed timelines.
- This is a bargaining unit position.
Qualifications
GS-09: Resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Interprets accounting and budgetary information in automated financial systems; 2) Generates financial reports to submit to managers; 3) Enters data in financial systems; and 4) Assists in formulating budget and cost estimates in accordance to the organization's policies. NOTE: All experience must be fully demonstrated in your resume to be considered for the position.
GS-07: Resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Compiles financial and/or budget information; 2) Applies policies, regulations, and guidelines to interpret standard organizational budgetary, accounting, or financial information; and 3) Uses a wide range of analytical techniques to review and evaluate budget requests. NOTE: All experience must be fully demonstrated in your resume to be considered for the position.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS 09: Master's or equivalent graduate degree
or
2 full years of progressively higher-level graduate education leading to such a degree
or
LL.B. or J.D., if related
GS 07: 1 full year of graduate level education
or
superior academic achievement
