This position is within the Bridges & Structures Branch, Bridge Inspection Program (BIP) Team located in the Eastern Federal Lands Highway Division (EFLHD) office in Ashburn, VA. The Bridge Inspection Team is responsible for the FLH Bridge Inspection Program, which includes the oversight of bridge safety inspection and structural rating of approximately 2,100 structures, in accordance with the National Bridge Inspection Standards (NBIS).

Qualifications

To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration. To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include: Experience with practical civil engineering, bridge design methods, and repair/rehabilitation/construction practices necessary for the inspection and condition appraisal of structures; and Experience with making remediation recommendations and cost estimates. To qualify for the GS-11 on Education alone, you must have: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include: Experience with practical civil engineering, bridge design methods, and repair/rehabilitation/construction practices necessary for the inspection and condition appraisal of structures; and Experience with making remediation recommendations and cost estimates; and Experience participating in or leading teams in structural inspection projects. You cannot qualify on education at the GS-12 level; you must have experience. Education

Individual Occupational Requirements for series 0802 (for positions at GS-4 or equivalent and above): This series covers technical positions supervising, leading, or performing work involving applying a practical knowledge of the methods and techniques of engineering or architecture; and construction, application, properties, operations, and limitations of engineering systems, processes, structures, machinery, devices, and materials.

Examples of qualifying specialized experience include technical work in drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems.

Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as:

• Planner and estimator who analyzed designs for production purposes.
• Instrument maker or model maker who performed design or development work on devices fabricated.

Certification: Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience.
