You will serve as a BUILDING MANAGER (LEAD) in the PLANS & PROGRAMS DIVISION (SP-10), OPERATIONAL SUPPORT SERVICES BRANCH (SP15) of STRATEGIC SYSTEMS PROGRAMS.

Duties

You will serve as a senior advisor providing authoritative guidance and/or advice to senior level managers and staff analysts concerning unusual or critical problems that affect the work of others, support contractors, and administrative programs. You will manage the oversight and facility-related issues of multiple buildings to include administrative, training, conference, computer and secure operations facilities. You will exercise responsibility for space allocation, utilization, building alterations and repair, facility budget estimating and execution. You will evaluate, prioritize, plan, and coordinate repairs and renovation projects with Naval Facilities Engineering Command (NAVFAC), Naval Support Activity Washington (NSAW) and Commander, Naval Installations Command (CNIC). You will oversee the Commercial Purchase card program and be responsible for the identification, order and receipt of supplies and services that support the everyday operational needs of SPHQ. You will analyze current space assignment standards and recommends reallocations to obtain optimum utilization based upon personnel and program changes. You will receive and evaluate requests for repairs and/or alterations to one or more buildings that have historical significance and require special efforts with multiple outside agencies in coordinating renovations. You will inspect all areas on a regular basis to document any maintenance, safety, and custodial issues and coordinates with Base POC to resolve issues. You will delegate the authority and responsibility and serve as representative of the organization coordinating with installation agencies on such programs as space utilization, management of assigned facilities, safety, and environmental compliance. You will assist with Force Protection and various physical security programs, as well as logistical property management and support.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or NH-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: overseeing facility related to building management program operations, responsible for space utilization, building alterations and repair, facility budget estimating and execution, and safety and environmental compliance.
