This position serves as a Supervisory Recreation Fee Specialist within the National Park Service (NPS), providing administrative and technical supervision to at least six-eleven subordinates. The role focuses on managing fee revenue and donations under federal regulations, such as the Federal Lands Recreation Enhancement Act (FLREA). This full-performance GS-11 position requires adherence to regulations regarding government funds and duties.
Duties
Analyze and evaluate: Assess changes in Recreation Fee Program operations at the park level, developing planning documents and providing training to staff on new policies, standards, and procedures. Oversee point-of-sale systems and ensure compliance with fee management policies.
Lead fee program enhancements: Conduct substantial analysis of fee policies, identify trends, and implement improvements to enhance administration and operations at the park level.
Manage auditing program: Oversee the auditing process for fee operations, analyzing policies to improve customer service and reduce fraud, while collaborating with supervisors to establish new audits.
Evaluate risk management: Assess risks within the fee program, recommend new protocols to enhance internal controls, and improve overall risk management practices.
Secure park operations: Analyze existing security measures to ensure the safety of employees and funds. Develop security plans, collaborate with law enforcement, and recommend solutions for identified security issues.
Qualifications

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.

To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: (1) Managing pricing structures, marketing, earnings, accounting, spending and paying expenses associated with collection, program reporting, and profit/loss analysis; (2) analyze and evaluate changes in recreation fee program operations to include short- and long-term planning for fee programs; or (3) supervising a staff of subordinates related to a fee collection and visitor orientation program that involves providing resource orientation, disseminating information and resolving visitor complaints; collecting and accounting for fees, completing remittance reports for monies collected, conducting fee collection audits, and working with commercial service operations to ensure contract or permit compliance. You must include hours per week worked.

EDUCATION: Successful completion of at least three full years of progressively higher graduate level education or Ph.D., or Ph.D. or equivalent graduate degree with a major study in a related field such as business, finance, business administration or other closely related subjects. You must include transcripts.

Successful completion of a combination of education and experience as described above. For example, you have 6 months of specialized experience (50% of the experience requirement) and 45 semester hours or 68 quarter hours of graduate level education (50% of the education requirement). The total must equal at least 100 percent to qualify. You must include transcripts.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
