Duties
Prepare budget and long-range lease administration, design and construction workload forecasts, and/or related resource requirements for the district.
Evaluate program trends, changing program goals, and funding requirements for a program consisting of facility modernization new construction of a wide variety of facilities on military installations and/or leased facilities.
Analyze detailed reports to advise Program Managers on status and problem areas using knowledge of NAB programs and solid grasp of analytic, organizational, communications skills, and/or design and construction processes.
Prepare studies and analyses on implications of changes to legislation, policies, and/or procedures that may impact program execution, workload, and resources.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The duties of this position require the incumbent to obtain and maintain a Top-Secret SCI Security Clearance with polygraph test or a series of polygraph tests, and continued polygraph tests on aperiodic basis as a condition of continued employment.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License.
- The duties of this position require travel up to approximately 10% of the time.
- This position requires the incumbent to obtain a Financial Management Certificate level 2 designated as such in accordance with the National Defense Authorization Act (NDAA) 2012.
- The position requires participation in the Department of the Army Drug-Free Workplace Program to include passing a urinalysis drug testing prior to appointment and passing random urinalysis drug testing thereafter.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Establishing budgets for real property construction projects to monitor use of funding; 2) Performing schedule/financial analysis to ensure adequate funding is utilized; 3) Applying Federal and/or DOD fiscal laws, regulations, policies to DOD construction and/or real property activities to ensure authority levels for program execution are available; and 4) Utilizing of Federal, DOD, and/or industry-standard project and/or financial management automated information systems to track all budgets/funding. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11
