Duties

The primary purpose of this position is to serve as Assistant Chief for Fire Prevention planning, directing, and coordinating all activities of the technical services program including a comprehensive inspection program of all on base facilities to detect and eliminate hazards in a high fire expectancy area, and a base-wide population motivation training program in fire prevention. Supervises a small subordinate staff (typically less than 5 positions). Duties: 1. As Assistant Chief of Technical Services, participates in the administration and planning of a comprehensive fire prevention program at the installation. 2. Plans, administers, and supervises the fire prevention education program. 3. Reviews construction and modification plans, confers with engineers, and provides technical/functional assistance on fire prevention and building design criteria. 4.Performs supervisory personnel management responsibilities for a small subordinate staff. 5. Serves as Fill-In On-Scene Commander of a fire/crash scene until relieved by the Fire Chief or Deputy Fire Chief. This position will support the Federal Government's response efforts to COVID-19.

• This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
• The incumbent must complete NIMS 300 and 400 within 12 months of entering the position.
• The incumbent must maintain Emergency Medical Responder (EMR), CPR, and AED Certification and/or Alaska State or National Registry EMT.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions to include the Individual Occupational Requirements (IOR) for the GS-0081, Fire Protection and Prevention Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents and/or (6) developing, implementing, or providing training in fire protection and prevention. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-10 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Effective 1 Jun 00, all DoD firefighters and contract fire and emergency service personnel must be certified at the next higher level before being eligible for promotion to that level. Applicants must list their current firefighter related licenses and certificates on their resumes. Certification requirements for this position are: Fire Inspector III (includes Fire Inspector I, II), Fire Instructor II (includes Fire Instructor I), and HAZMAT Awareness. NOTE: The following certifications are also required if the Assistant Chief for Fire Prevention is utilized to fill in for the Assistant Chief for Operations position- Fire Officer III, Hazmat Incident Commander (includes Hazmat Awareness and Hazmat Operations), Airport Firefighter (includes Firefighter I and II). KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of recognized standards covering fire protection and prevention techniques and procedures; agency and installation manuals, rules, and regulations; and federal, state, and local fire protection/prevention ordinances and building codes. 2. Knowledge of the theory of fire propagation and progression and application of accepted techniques and principles to reduce or eliminate hazards in a specialized environment with a high fire expectancy and potential for severity. 3. Knowledge of the layout, design, construction, and contents of buildings; location of fire protection systems; and other similar characteristics of a typical DOD installation. 4. Ability to interpret facts, analyze, evaluate, and make sound decisions. 5. Ability to plan, organize, and direct functions and to mentor, motivate, and appraise the staff of an organization. 6. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
