The Robert J. Dole VA Medical Center is seeking a highly qualified Budget Analyst for a position in Fiscal Service in Wichita Kansas.

Duties: Analyze program and budget guidance, formulation methods, and execution tools to plan, develop and monitor internal control tools for budget execution for complex programs including inpatient care, nursing home care, outpatient services, general medical research, education and training, house staff, community nursing home and compensated work therapy. Develop systems, methods, and procedures for the financial management of directed programs and reimbursable work, to include a wide variety of funding types. Compile cost figures to be used in forecasting funding needs and monitors the rate of obligation and expenditure in the annual budget. Interpret the impact of new or existing legislation or guidelines on the Medical Center's annual budget, draft supplemental procedural instructions and policy guidance for use by Service Chiefs, and issue funding guidance for general usage. Develop methods for specialized requests for information for use in analyzing trends, developing workload projections, and other management requirements. Review historical financial operating data, trends and current spending records to prepare and/or validate estimates. Forecast, prepare and assemble exhibits, charts, reports, narrative statistical material and related background information concerning the Medical Center's budget, funding for special programs, controlled accounts, etc., to include all Veterans Equitable Resource Allocation (VERA) and non-VA workloads accounts. Prepare a variety of reports covering the status of funds, expenses, obligations, FTEE, workload, collections and revenue generation for Leadership and other management officials. Participate in budget meetings both formal/informal concerning the operating programs of Medical Center and advises on the financial status of programs. Work Schedule: 8:00 am - 4:30 pm Monday - Friday. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/21/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 12 position you must have served 52 weeks at the GS 11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: .Mastery of a wide range of qualitative and/or quantitative methods for the assessment and improvement of budget program effectiveness or the improvement of complex budget processes and systems; Comprehensive and detailed knowledge and understanding of the governing budget regulations, accounting and payroll principles. Knowledge and understanding of Veterans Affairs and Veterans Health Administration (VHA) software applications to be used for procurement and budget activities. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required due to meetings with both clinical and administrative services. Minimal travel may be required.
