This position is located in a State Office in USDA/Rural Development (RD). The incumbent has responsibility for providing State-wide leadership, guidance and review in Community and/or Business Programs for the making and servicing of loans and grants for community facilities, public utilities, and/or businesses.

Duties

Conducts evaluation reviews of State-wide performance to determine the effectiveness of the Community and/or Business Programs services provided. Keeps informed of new polices and directives prepared by the National Office. As required, provides assistance to employees in the analysis of loan and grant applications. Prepares written loan approval determinations or recommendations for loan approval and submits to approving official as appropriate. Provides a wide variety of servicing actions for assigned portfolio(s) as appropriate.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. For the GS- 11 level: Applicants must possess one (1) year of general experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: Experience includes evaluating financial situations, credit risk factors and researching and applying various laws, rules, and regulations pertaining to credit; experience in reviewing and evaluating loan and/or grant applications to determine eligibility and the approval/disapproval of housing loan applications; experience providing loan closing instructions to attorneys and title companies and with legal instruments and documents used in making and servicing housing loans; Conducts on-site inspections to determine whether a property is occupied, etc. Evaluates repair proposals and property values for compliance with applicable laws, regulations, directives, etc., and for overall feasibility and soundness of economic factors. Ensures required environmental assessments are conducted and meet requirements. Reviews for approvals or repair project costs.
