As a Budget Analyst within the Saint Petersburg Coastal and Marine Science Center, some of your specific duties will include:

Qualifications

Definitions: EXPERIENCE: One year of work experience is twelve months working full-time (at least 35-40 hours per week). Part-time experience can be pro-rated (i.e., a year at 20 hours per week is credited as 6 months of experience). If your position consisted of mixed duties, experience credit is given for the percentage of time that you spent on qualifying duties (i.e., if you held a position for 2 years, full-time, consisting of 25% personnel work and 75% budget work, and then applied for a budget position you could calculate your experience as follows: 2 yrs = 24 months. 24 months x 75% [percentage of time spent on budget duties] = 18 months of qualifying experience.) UNDERGRADUATE EDUCATION: A year of undergraduate education is 30 semester hours, 45 quarter hours or the equivalent of college study. This education must have been obtained in an accredited college or university for which high school graduation or the equivalent was a prerequisite. GRADUATE EDUCATION: In the absence of specific graduate program information, a year of graduate education is 18 semester hours or 27 quarter hours of graduate level college course work, or the number of credit hours the school attended has determined to represent 1 year of full time study. This education must have been obtained in an accredited college or university. For GS-12: Applicants must meet the following to qualify for the GS-12 level: One year of specialized experience in or directly related to this position that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable, the required specialized experience must have been equivalent to at least the GS-11 level in the Federal service. Examples of GS-11 level work: Compiling and communicating fiscal information, orally and in writing to peers and higher level government officials, including the development of formats for reports, studies and charts; Completing budget schedules and work sheets and consulting with program officials with regard to those items that need interpretation, clarification or additional support; Preparing financial analyses to support the budget estimation process; Working with the financial system and understanding its relationship to the budget process for reporting, analysis and review of programs; Inputting and maintaining funding control data in the financial system, ensuring that the information is consistent with apportionments. In addition to the above, applicants must have experience in the following: Coordinating and managing high-profile funds such as Disaster Supplemental and Deepwater Horizon including budget formulation, allocation of funds, monitoring and controlling in financial systems, and regularly scheduled complex cost reporting. Training others in all aspects of high-profile funds management. Leads in disseminating policy, directing adjustments, and researching and interpreting guidance. Reports to Bureau senior level managers on funds status, issues, and suggests valid resolutions where needed. Provides advisory, planning, and review services and represents as an authoritative source for other project managers. You must meet all qualification and eligibility requirements for the position by the closing date of the announcement.
