This position is located at the Library, Andersen Air Force Base (AAFB), Guam. The mission of Joint Region Marianas (JRM) Warfighter & Family Readiness (WFR) is to provide the highest quality programs and services to the military community through self-sustainment across all quality of life programs.

Duties

Major duties and responsibilities are summarized below. Supervisory Duties. Performs supervisory duties that include mentoring, assigning work, defining priorities, selecting and recommending applicants for hire. Responsible for the long and short term planning of policies and procedures to meet the overall operating objectives to include shelving, shelf maintenance, interlibrary loan, reserves, security, and service desks. Initiates corrective actions and recommends formal corrective/disciplinary actions as warranted. Ensures interviews and selections of new hires are performed in accordance with established hiring practices. Leads and instructs subordinate staff in administering traditional and non-traditional library programs that support diverse cultural, educational, and recreational community activities. Trains others in the performance of library technician and library assistant duties. Leads the day-to-day operations of a library branch to which assigned. Program Management. Responsible for planning, coordinating, publicizing, marketing, and executing library programs at the branch level that include the Annual Summer Reading Program, early literacy programs, and other library events and activities for patrons of all ages and of diverse backgrounds. Assists supervisor with library budget preparation and execution. Monitors and reviews branch library system technical services' operations. Coordinates leisure skills development activities that support the branch library and MWR mission. Leads library collection development projects to include implementing the CREW method of weeding library materials, selecting library materials for collection implementation, and leading a collection development team at the branch library. Develops contacts and creates professional proposals, execution of agreements and follow-ups. Develops library programs, services, publicity and marketing materials for review and approval. Partners with other MWR programs and personnel to promote library activities and provide programming assistance to MWR programs. Serves as a liaison for MWR related activities and other tenant commands on base. Administration. Provides administrative duties and support through after-action reports, data collection and database administration. All administrative duties are completed through a variety of sources including computer software that tracks patrons' usage and responses (includes providing information for program metrics and facility utilization). Performs selected administrative management duties to include ensuring internal controls are in place in public services and/or technical services. Responds to data calls and accurately reports program utilization and metrics. Monitors the library branch program to ensure that standards are met or exceeded and makes recommendations to installation leadership regarding any program improvements. Routinely evaluates and reviews the ongoing programs and provides installation leadership with guidance that may develop, adapt, modify, expand, or otherwise change the program activity to better meet and enhance the expected effectiveness of the library program. Generates and implements library branch standard operating procedures and annual strategic plan. Performs regular analysis of projected projects and programs; considering operating budget, staffing requirements, plans, trends, command mission and changing population. Acts as building monitor for a facility; i.e., maintenance and improvements, purchases of furniture and equipment, and allocation of space within a facility for various library functions. Accurately purchases and/or procures items per DoD / DoN policies, procedures, and guidelines. Ensures inventory control on all property pertinent to the operation of the program and facility. Promotes customer service awareness and demonstrates excellent customer service to all professional and patron contacts. Qualifications

Significant knowledge of library technology, standard practices, procedures, policies and bibliographic formats. Knowledge of the complex and interrelated activities of a modern science and technology specialty library in order to place orders, compare prices and services offered by competing vendors, and respond to vendor terms, billing, and user agreements. Knowledge of the goals, principles, techniques and procedures used in organizing, planning, and conducting library related activities. Knowledge of library processes and procedures to identify, analyze and correct problems with library materials. Knowledge of the trending scope of library activities and their suitability in the Navy Library Program for individuals and groups of varying demographics, ages and interests. Knowledge of library technical services' operations. Skilled in library program planning and execution. Skilled in the use of computers and technology devices. Skilled in providing excellent customer service. Skilled in leadership and team building. Ability to work independently and as part of a team. Ability to make sound decisions. Ability to maintain a clear and accurate database. Ability to represent the library program by speaking in front of both large and small groups. Ability to utilize a variety of technology resources and devices such as computers, electronic resources, smart phones, library software and Microsoft applications. Ability to create, negotiate, implement and sustain partnerships. Ability to communicate both orally and in writing. The work requires some long periods of standing, walking, bending, and driving. Ability to lift, pull, push and carry 45 pounds. Occasionally required to lift heavier items. Work may require working outside for special events or leading library programs involving STEM (Science, Technology, Engineering, and Mathematics) /STEAM (Science, Technology, Engineering, Arts, and Mathematics) components. Wears protective clothing and equipment as situations warrant. Hours of work will vary as required by the needs of the program to include split days off, evenings, weekends, and holidays. May be required to work early, late, and on weekends and holidays. Subject to recall regularly. Occasional travel of less than 10% may be required. Frequent travel between the branch and main library may be required. Position has been designated as Non-Sensitive. Incumbents must satisfactorily complete all child care background check requirements in accordance with DoDI 1402.05, to include Navy Installation Records Checks (IRCs) and a Child Care Tier 1 investigation processed through DCSA. Must possess and maintain a current driver's license to drive a government vehicle in the performance of duties.
