Duties

You will serve as a technical advisor related to earned value management policy, processes, performance assessment procedures and work methods. You will review cost analysis and estimates, as well as apply industry/DoD estimating standards to determine reasonableness of contractor's proposals You will assist in the development of contract specifications. You will observe and ensure quality of work, proper procedures, specifications and performance work methods are performed in accordance with rules and regulations. You will work proficiently using various software for tracking projects, schedules, cost requirements and calculation data reports.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-09: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower grade level, GS-07, or pay band equivalent in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience performing analysis of data results or reports on a contractor's earned value management performance to ensure compliance. Examples of qualifying experience: (1) Implementing assessment methods to evaluate work against measurable performance standards on service contracts; 2) Implementing contract administration procedures or regulations to gather data on contractor compliance with performance specifications for quality timeliness, safety, materials, and methods for contracts; 3) Performing on-site visits of maintenance or repair projects to prepare data on level of quality of service, damages, or property loss; and 4) Preparing cost analysis and applying estimating methods to determine reasonable prices. GS-07: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower grade level, GS-05, or pay band equivalent in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience researching and organizing technical data related to contracts, production, or purchasing/procurement activities in an industrial setting. Education

In lieu of experience, education may be substituted if one or more of the following are met:

GS-09:
- successful completion of a master's or equivalent graduate degree; -OR-
- successful completion of two full years of progressively higher level graduate education leading to a master's degree; -OR-
- obtained an LL.B. or J.D. that is related to the position being filled; -OR-

GS-07:
- successful completion of one full year of graduate level education; -OR-
- successful completion of a bachelor's degree with superior academic achievement.
