The primary purpose of this position is to act as a Business Lead for the organization.
Duties
Advises key managers in the control of assigned programs by analyzing and evaluating (on a quantitative or qualitative basis) planned effort against documented results.
Analyzes assigned programs' management information requirements to develop program or administrative reporting systems including data gathering, analytical techniques, and evaluation methodologies.
Manages and prepares submission of formal cost estimates in accordance with the financial management policies procedures and directives.
Manages the execution of contracts. Develops/reviews and maintains statements of work, funding status, and other supporting documentation for MAST, CIMTIC, TEAS, TAMS, Range O&M, and/or other contract support.
Oversees, manages and executes organizational travel, training, and equipment budgets.

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is possessing the ability manage and prepare submission of formal cost estimates in accordance with the financial management policies procedures and directives, along with the knowledge of system acquisition management, budget, and manpower policies and practices and their interrelationships.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the operations, products, services, needs and goals of the test program(s) and the organizations studied or served. and related customers, functions, resources and users.
Knowledge of system acquisition management, budget, and manpower policies and practices and their interrelationships.
Practical knowledge of budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute funds supporting the organization's mission.
Ability to gather, interpret, and analyze information to support organizational decision-making.
Ability to communicate effectively both orally and in writing, to justify, defend, or explain programmatic or funding issues and practices.
Ability to plan and organize work and to meet deadlines.
Ability to use a personal computer to create and update databases and produce quality productivity indicators and graphic presentations.

Additionally, they excel in managing and reconciling budgets, identifying and mitigating risks, and implementing innovative solutions to drive efficiency and effectiveness. Strong interpersonal and leadership skills enable them to advise senior leaders, resolve conflicts, and guide cross-functional teams toward achieving organizational goals.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
